Primary drivers for urgency include mitigating personnel safety hazards at the Navy Explosive Ordinance Disposal (EOD) school where a partially marked dirt path poses significant risks to pedestrians, and addressing degradation of existing paved areas that could result in catastrophic failure if left unattended. The J&A notes that pursuing full and open competition would require 180-200 days for solicitation completion, creating unacceptable delays in addressing safety concerns and infrastructure projects planned for Fiscal Year 2025. The estimated contract cost is $1,000,000.00, classified as an Individual J&A type. Approval was granted on September 5, 2025.
