SOURCES SOUGHT ANNOUNCEMENT

The Defense Information Systems Agency (DISA) is seeking sources for Commercial

Ethernet Gateway (CEG) – Continental United States (CONUS) Region Four - Virginia

CONTRACTING OFFICE ADDRESS:

DISA/DITCO-SCOTT

2300 EAST DRIVE

Once the gateways are operational, the CSP will then provision ethernet virtual connections (EVC) services to DoD locations and route that traffic across the CSP’s owned and operated network to/from the DODIN via the CEG.

This requirement is for DoD sites in the Commonwealth of Virginia (CEG Region 4). A

Request for Proposal is expected to be released in late October.

CONTRACT/PROGRAM BACKGROUND:

In May 2016 the Department of Defense Chief Information Officer (DOD CIO) directed the DoD to migrate to Ethernet-based services to reduce TELECOM costs. Since that time DISA has been modernizing the DODIN to facilitate EVC’s to that network and enable the replacement of legacy point-to-point Public Switched Telephone Network

(PSTN), time division multiplexing (TDM)-based circuits.

REQUIRED CAPABILITIES:

In order to meet the CEG requirements, please describe your experience with the following:

Establish and maintain Commercial Ethernet Gateways (CEG) from the

Commercial Service Provider’s (CSP) owned, leased and operated network(s) to the DODIN at a minimum of two CEG DISN Core Sites. CEGs will employ virtualization using virtual local area network (VLAN)(802.1Q) between the

DISN Joint Provider Edge Router (J-PE) and the Service Provider’s PE routers using, diverse, high bandwidth links. The CSP’s CEG design must meet the performance and availability requirements in the CEG Design Document.

Provision > 1Gb connections at specified DOD Customer Access Sites to the

CSPs Ethernet Network and perform functional and performance testing to demonstrate compliance with DISA CEG design requirements. The Contractor must be able to support up to 100GB connections when they are ordered. There will be approximately 135 access sites in Region 4.

A Draft PWS which includes the CEG Design Document is attached.
