About this file

This document provides details regarding a federal construction contract opportunity for the Cedar Bayou Channel Improvement project in Chambers and Harris Counties, Texas. The project involves deepening and widening an existing bayou to create a 14-foot deep by 100 to 210-foot wide shallow draft navigation channel from station 277+78 to 713+12. Key features include creating a bypass cut through a peninsula to reduce channel length, constructing a dike using excavated material to create Ijams Lake, and using remaining material to create marsh habitats. The project is fully funded at $55.5 million and is authorized by Section 349(a)(2) of the Water Resources Development Act of 2000. A pre-bid conference was held on March 26th, 2021 and bids are due by April 12th, 2021 with award by June 17th, 2021 and notice to proceed by June 30th, 2021 and project completion by March 30th, 2023. The non-federal sponsor is the Cedar Bayou Navigation District and the agency is the US Army Corps of Engineers Galveston District.

Cedar Bayou Channel Improvement, Chambers and Harris Counties, TX

Updated: 22 Mar 2021

Authorization: Section 349(a)(2) of Water Resources Development Act (WRDA) of 2000, P.L. 106-541, as amended by Section 3147 of WRDA of 2007, P.L. 110-114

Purpose: Navigation, Channel Improvement. Construct general navigation features, including a 10 foot (-

11 MLLW) deep by 100 foot wide channel from Mile 3.0 to Mile 11.0.

Problems: The currently natural unmaintained channel is navigable, but only to an 8 foot draft, with bends of extreme curvature which reduces maneuverability and limit tow size, tow configurations and speeds.

Objectives: Improve navigation safety and operating efficiencies and reduce delays.

Phase: Construction

Non-Federal Sponsor: Cedar Bayou Navigation District

Project Cost: First Cost: $52.1 M and fully funded $55.5 M. Project was fully funded in Work Plan 2020

Scope: Deepen and widen existing bayou to create shallow draft navigation channel. Consists of creating -14-ft. deep channel from station 277+78 to 713+12 with bottom width varying from 100 to 210 ft. wide.

With wider widths at the channel curves to facilitate navigation when turning.

• Bypass through cut in peninsula at Devil’s Elbow to reduce length currently being used by barges.

• Creation of Ijams Lake dike using Devil’s Elbow excavated material with remaining material used in the marsh creation within lake interior.

• Two upland placement areas, PA-1 and PA-2, to undergo dike raise for placement of channel dredged material.

• Estuarine marsh and upland habitats mitigation areas.

Cedar Bayou Channel Improvement, Chambers and Harris Counties, TX

Benefits

Traffic on Cedar Bayou is rapidly increasing due to additional commodities traveling the channel in recent years. Existing barge traffic operates at slow speeds to safely negotiate the unmaintained channel. The proposed project improvements would eliminate those issues and make necessary prepara-tions for the increased traffic.

Cedar Bayou is a natural stream that originates east of Houston in Liberty County, Texas, and flows approximately 45 miles to its confluence with Galveston Bay. Cedar Bayou is connected to the HSC (Mile -2.7) by an excavated channel that extends across Upper Galveston Bay and Tabbs Bay. The bayou is currently navigable by commercial barge traffic in the lower 14 miles, from the HSC to SH 146. That portion of the bayou is referred to as the CBNC, Cedar Bayou Naviga-tion Channel. The Galveston District currently maintains the portion of the CBNC from the HSC to Mile 3. This project addresses navigation problems above Mile 3.
