PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT

for

CATHOLIC DIRECTOR OF RELIGIOUS EDUCATION

1.0 BACKGROUND. Marine Corps Air Station (MCAS) New River was established in September

1943. As a component of the Station Command Chaplain’s Office, we have the mission to develop personnel and families of operating forces and the MCAS New River community for spiritual and personal readiness, through ministries, pastoral care, and the provision for and facilitation of the free exercise of religion.

2.0 SCOPE/OBJECTIVES. The MCAS New River Command Religious Program (CRP) seeks qualified contractors to provide non-personal support services as a Catholic Director of Religious

Education (CDRE). The CDRE will provide Catholic educational services necessary to support the missions and responsibilities of the CRP. The CRP provides more than 100 RE classes annually, many of which are Catholic specific.

3.0 PERIOD OF PERFORMANCE. The contract will be for a Base Period of 12 months and two (2) Option

Periods of 12 months each.

4.0 PLACE OF PERFORMANCE. Services will be performed in person and on location at Marine Corps Air

Station New River North Carolina at the Station Chaplain’s Office. The Station Chaplin’s Office is located in

Building AS236 aboard MCAS New River, North Carolina.

5.0 WORKING HOURS. The CDRE’s work schedule is Tuesday through Thursday 8:00 AM – 3:00 PM and

Sunday 7:30 AM – 12:00 PM local time Marine Corps Base Camp Lejeune, NC.

6.0 GENERAL REQUIREMENT. The CDRE will oversee and enhance the CRP’s Catholic educational framework by developing, implementing, and monitoring educational curriculum and instructional methods that align with the Catholic faith’s teachings and values. The CDRE will collaborate closely with volunteers, staff, servicemembers, parents, children, and others to create a cohesive and supportive Catholic learning environment.

The CDRE will engage in professional development initiatives, policy development, student services management, and community outreach to further the CRP’s mission-scope and objectives.

7.0 TASKS. The CDRE is tasked with ensuring that the CRP’s Catholic educational programs are informative, engaging and incorporate Catholic religious education and formation to foster students’ spiritual growth. The CDRE’s tasks include curriculum design and assessment, volunteer training and evaluation, student progress, resource management, and attend meetings/events necessary to support the

Catholic Religious Education Program and the missions and responsibilities of the CRP.

7.1 DESIGN AND MAINTAIN CALENDAR OF EVENTS. Design, implement, and maintain a calendar of Catholic Religious Education events including Catholic Advisory Group meeting, life skills workshops, seminars, and bible studies. The contractor will design and submit a calendar adhering to the chapel's specified format within 15 days of contract start date to the COR and maintain/update throughout contract performance.

7.2 CURRICULUM DESIGN. Advise and brief the CRP on current and evolving Catholic religious education curriculum developments that incorporate the most recent and up-to-date Catholic education material. This task entails developing a comprehensive educational program tailored to the diverse age groups within the community, from children through adults. While the method of instruction is contractor's discretion, it is imperative that the curriculum adheres to the directions from a DoD-recognized Catholic organization, reflecting an experienced understanding of Catholic doctrine and commitment to spiritual development and moral guidance. The contractor must also be mindful of the chapel's budget constraints and resource limitations, crafting an economical yet effective educational strategy. Regular curriculum assessments are required to ensure ongoing relevance and impact, supporting the continuous spiritual growth of the participants. Additionally, the contractor will provide necessary training to volunteers, ensuring they are well-prepared to deliver the curriculum with fidelity and inspiration.

7.3 MEETING ATTENDANCE. Attend Catholic Advisory Group (CAG) meetings held aboard the installation, and provide a brief of the topics discussed to the CRP. Attend other meetings and events that may come up during the performance period that are directly related to the Catholic Religious Education

Program mission, and provide a brief of the topics discussed to the CRP.

7.4 VOLUNTEER MANAGEMENT. Evaluate current and prospective Catholic volunteers in accordance with 32 C.F.R. § 86 and other applicable rules and regulations. The CDRE shall compile and submit a monthly Volunteer Status Report adhering to the chapel's specified format. This report will provide the Command Religious Program (CRP) with detailed insights into the current status, engagement levels, and distribution of the volunteer workforce. It should highlight recent achievements, identify areas requiring additional support, and forecast volunteer needs for upcoming events and activities. This deliverable is crucial for maintaining effective communication with the CRP and ensuring the sustained health and efficiency of the volunteers. The contractor will ensure that all data is accurately collected, analyzed, and presented in a manner that aligns with the CRP’s mission and values, enabling strategic planning and decision-making processes.

7.5 YOUTH DEVELOPMENT. Instruct youth participants on Catholic sacrament preparations and supervise and conduct youth group workshops and spiritual formation. This task requires the implementation of the contractor’s curriculum focused on the instruction of Catholic sacraments, ensuring that youth learn the fundamental elements of their Catholic faith. The contractor will also be responsible for organizing and conducting youth workshops that provide practical learning experiences aligned with

Catholic teachings and values, in accordance with 32 C.F.R. § 86, and other applicable rules and regulations. This task requires ingenuity, an understanding of youth culture, and an appropriate approach to guidance and mentorship, all within the context of the CRP’s available resources and budget constraints.

7.6 BIBLE STUDIES. Monitor and facilitate Catholic bible studies. The contractor will be responsible for coordinating, scheduling, and supervising all Bible study sessions, ensuring they align with the Catholic church's teachings and values. The contractor will facilitate the selection of study materials, guide volunteer leaders, and foster an environment conducive to learning and reflection.

Additionally, they will monitor attendance, participant engagement, and provide feedback to the CRP in order to continually enhance the Catholic educational experience.

7.7 ACCOUNTABILITY AND BUDGETING OF RELIGIOUS SUPPLIES. Assist the CRP with accountability of and budgeting for religious supplies, e.g., rosaries, bibles, and other religious items. This task requires the maintenance of a comprehensive inventory and the judicious allocation of resources towards the purchase of essential items such as rosaries, Bibles, and other small religious artifacts via the advisement of the CRP. The contractor will closely monitor and report on the usage and remaining stock of these supplies, providing the CRP with regular updates.

NOTE: The contractor will not possess the authority to bind the government financially or make autonomous purchasing decisions. Instead, the contractor’s role is to offer informed advice and recommendations to the CRP, ensuring that all procurement activities remain within the allocated budget of approximately $2,000.00 and adhere to established financial guidelines and regulations.

7.8 NOTIFICATION OF ABSENCES DUE TO EMERGENCIES. The contractor shall notify the

COR by telephone or email when they are unable to perform services due to illness, inclement weather, or an emergency.

7.9 SUBSTITUTIONS. In the event the contractor will be unable to perform the contractor shall notify the COR with as much advance notice as possible. The contractor shall provide an acceptable replacement meeting all qualifications stated in the contract and approved by the COR.

8.0 DELIVERABLES. The Contractor shall meet the schedule and forecasted delivery date of all deliverables by taking all reasonable measures to fulfill the requirement. The deliverables listed in the table below are recurring actions. Associated due dates for some are listed while the interval of others remains fluid due to a variety of factors.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

BASIS OF AWARD: Quotes will be evaluated based on (1) price; (2) technical capability of the services offered to meet the Government’s requirement; and (3) past performance.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL PRODUCTS AND
