About this file

This Single Source Justification document details a procurement for the Air Force to acquire specialized Aircraft Recovery Equipment from AMS Aircraft Recovery (AGE Logistics Corporation) for Holloman AFB, with an estimated contract value of $335,000. The procurement includes one Fighter Aircraft Transporter, one 3.5-Ton Supplemental Airbag, and one Fuselage Lifting System designed to recover various aircraft types (F-15, F-16, F-35, F-22, and other light aircraft). Market research confirmed AMS Aircraft Recovery is the sole manufacturer capable of providing the complete, compatible system that meets performance, safety, and interoperability requirements. Extensive market research was conducted, including searches of Small Business and vendor lists, with five potential suppliers contacted, but only AMS Aircraft Recovery could fulfill the technical specifications. The contracting officer determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available, with the procurement document signed on 27-Aug-2025.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 49 CONS/PKA

Project/Program Name: Aircraft Recovery Equipment

Purchase Request / Local ID Number: PR # F2E2RP5133A004

Estimated Contract Cost (including Options): $335,000.00

Section B: Description of the Supplies/Services Required

Procurement of one (1) Fighter Aircraft Transporter, one (1) 3.5-Ton Supplemental Airbag, and one (1) Fuselage Lifting System – Category 1 Narrow Body – including shipping to Holloman AFB.

These systems will expand Crash Damaged or Disabled Aircraft Recovery (CDDAR) capabilities by enabling rapid and safe lifting and transport of downed aircraft, minimizing secondary damage, and reducing runway closure times. The transporter and airbag system are designed for nose landing gear (NLG) and main landing gear (MLG) recovery scenarios for multiple aircraft types (F-15, F-16, F-35, F-22, and other light aircraft) and are self-contained, requiring no crane. The fuselage lifting system is capable of recovering both commercial and military aircraft, in accordance with ARM/ARD and IATA recommendations.

Combined, these systems will improve recovery operation timelines by up to 50%, save up to 72 man-hours per mishap, and eliminate the need for multiple recovery systems.

Section C: Justification for Soliciting from a Single Source or Brand Name

Market research determined that the required combination of transporter, supplemental airbag, and fuselage lifting system is only available from AMS Aircraft Recovery (AGE Logistics Corporation). The systems are designed to be compatible with each other and integrate with existing CDDAR recovery equipment, including the 15-Ton Air Bag Module and Control Console.

AMS Aircraft Recovery is the sole manufacturer of the Fuselage Lifting System – Category 1, Narrow Body (FLS-CAT1) and the Fighter Aircraft Transporter that meet the performance, safety, and interoperability requirements outlined in the market research

Alternative suppliers identified through NAICS 336413 searches were unable to provide the required equipment. Global Enterprise, Inc., under MAS 336413, can supply some components but not the transporter system, and other contacted vendors confirmed they could not meet the requirement.

Section D: Efforts to Obtain Competition

Market research included searches of the Small Business GPE and MAS 336413 vendor lists, identifying 31 potential suppliers. Five promising suppliers were contacted; four did not respond, and one confirmed they could not provide the required items.

AMS Aircraft Recovery (AGE Logistics Corporation), was identified as the only vendor capable of supplying

CONTROLLED UNCLASSIFIED INFORMATION

April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 2 all required components meeting the specifications.

Global Enterprise, Inc., was reviewed as a possible source but could not provide the Fighter Aircraft Transporter. The technical requirements for compatibility, safety certification, and interoperability with existing systems limit the field of competition.

These efforts confirm that no other vendor can meet the requirement in a timely and technically acceptable manner.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Continued research into advanced technologies will be conducted to determine if new items are developed which can serve this purpose.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
