About this file

This file is a Sources Sought Government Questions questionnaire designed to gather capability information from interested vendors for a federal market research initiative.

The CDC's National Center for Health Statistics, Division of Vital Statistics, is seeking to identify qualified sources to provide information management services for manual coding of causes of death on mortality and fetal death records for the National Vital Statistics System. The requirement includes coding records that cannot be processed electronically and conducting quality control and automated-system validation reviews. The applicable NAICS code is 561499 (All Other Business Support Services). This is a pre-solicitation market research effort with no current solicitation or commitment by the government. Interested vendors must provide organizational details including name, address, point of contact information, UEI, and organizational size/ownership type. Vendors should indicate certification status under small business programs (8(a), SDVOSB, HUBZone, WOSB) and confirm small business status under NAICS 561499. Vendors must submit a tailored capability statement not exceeding one page that addresses relevant experience manually coding causes of death on mortality and fetal death records using ICD-based classification systems. Submission of information is voluntary, non-reimbursable, and intended solely for government assessment of capability and acquisition strategy determination.

QuestionAnswer
Manual coding experience: Describe your organization’s experience performing manual coding of structured or unstructured records using established coding rules, classification systems, coding guidelines, or Government-approved procedures. Identify the types of records coded, the coding methodology used, approximate volume, level of complexity, and quality-control processes applied.
Qualified coder availability: How many qualified coders and nosologists does your organization currently have available or readily accessible to perform this requirement? Identify which personnel are NCHS-certified, medically trained, or experienced with comparable cause-of-death coding, and explain how additional qualified personnel would be obtained if needed.
Task Order Performance Capacity: Describe your organization’s ability to receive and perform task orders issued under an IDIQ contract, including task orders with varying quantities, priorities, and performance periods. Explain how your organization would review task order requirements, confirm staffing and resource availability, begin performance within the required timeframe, and adjust resources as additional or revised task orders are issued.
Coding quality and corrective action: Describe your quality-control process for ensuring an error rate below four percent for production coding and an average quality-control error rate below two percent for nosologists performing validation or quality-control coding. Explain how individual coder performance would be monitored and how corrective action, retraining, or reassignment would be handled.
NCHS operating environment and system access: Describe your experience performing coding through Government-provided systems, coding interfaces, or secure remote-access environments. Explain how your organization would support PIV enrollment, Government-furnished computers, CDC network access, telework, required weekday coverage, system interruptions, and coding of records assigned randomly or by priority.
