CDC-RFA-OT18-1802: Strengthening Public Health Systems and Services Through National Partnerships to Improve and Protect the Nation’s Health
Target Population Considerations
The Notice of Funding Opportunity (NOFO) describes three target population categories that will receive capacity-building assistance (CBA). Applicants will provide CBA for an identified target population within one of the three categories. The applicants are expected to deliver CBA to their selected target population throughout the five-year performance period.

Consider these critical questions to inform your selection:
How should my organization determine the target population category?
• Which category best describes the entities your organization represents?
• Do your CBA activities typically occur for governmental health departments or nongovernmental components of the public health system?
https://www.grants.gov/web/grants/view-opportunity.html?oppId=300318
• For governmental public health, do your CBA activities typically target one health department type (e.g., tribal) or multiple health department types (e.g., state and local)?
• For governmental public health, do your CBA activities typically occur at the organizational level or workforce segment level?
• In which category does your organization have the longest history providing CBA?
• Which category benefits most from your organization’s expertise?
How should my organization identify a target population?
• What entities or persons are the primary recipients of CBA provided by your organization (e.g., tribal health departments, epidemiologists, federally qualified health centers)?
• Can your organization demonstrate an existing relationship that benefits the identified target population?
• To what extent has your organization determined the priority CBA needs of the identified target population?
• Does your organization have the infrastructure and resources to address the CBA needs of the identified target population?
• Can your organization achieve the expected NOFO outcome(s) for the identified target population?
