The proposal submission deadline is June 11, 2025 at 2:00 pm, with questions due by May 23, 2025. The project timeline indicates potential contract execution in December 2025, with funds potentially available for reimbursement in April 2026.
The estimated funding for 2026 may include up to $1,100,000 in CDBG funds and $600,000 in HOME funds, to be disbursed among several categories including Mortgage Reduction. Eligible applicants include public or private non-profit agencies, faith-based organizations, local government units, and Community Housing Development Organizations. The program requires properties to be located in participating Dane County Urban County Consortium municipalities (excluding Madison), pass environmental reviews, and have sales prices not exceeding 95% of the median purchase price for single-family housing in Dane County. Prospective homebuyers must meet HUD income requirements, be first-time homebuyers, and undergo specific eligibility screenings including income verification, homebuyer education, and housing quality standards inspections.

This may include staff time spent supervising staff who are carrying out the activities specified in 24 CFR 570.201-204 when that time is spent addressing a direct consumer, service, or property issue. It does not include supervisory time spent on such functions as employee evaluations.
If funded under the HOME program, staff and overhead costs DIRECTLY related to carrying out the project, such as loan processing, credit verification, and other services related to assisting potential homebuyers, e.g., housing counseling, may be charged to project costs only if the project is funded and the individual becomes the owner of the HOME-assisted project.
4.11. Types of Assistance
The Homebuilding activity includes two required components: Construction Assistance and Mortgage
Reduction Assistance.
1. Construction Assistance:
Construction assistance will be provided as a deferred payment loan to the participating organization. In limited cases, grant funding may be awarded to eligible non-profit organizations that demonstrate a substantial public service or volunteer-based component (e.g. youth training programs or volunteer labor). Grant eligibility is subject to additional review and approval. Grant awards are not guaranteed, and must reflect reasonable costs.
2. Mortgage Reduction Assistance:
Mortgage reduction assistance will be provided to the homebuyer in the form of a 0% interest deferred payment loan, with repayment due upon sale, transfer, or refinancing of the assisted property.
This grant is a direct award to the applicant agency and is not intended to be passed through to other entities. In instances where both HUD and Dane County can allow a pass-through activity, exceptions to this rule may be negotiated at the time of contract drafting.
4.12. Matching Funds
HOME projects require 25% matching funds made from nonfederal resources. Forms of eligible match are defined under §92.220.
4.13. Property Standards
1. Housing that is being constructed with HOME funds must meet all applicable state and local codes, ordinances, and zoning ordinances at the time of project completion.
2. Newly constructed housing must meet the current edition of the Model Energy Code published by the Council of American Building Officials. The units constructed under this Agreement shall conform to the Rental Unit Energy Efficiency Standards established by the Wisconsin
Department of Industry, Labor, and Human Relations.
3. All housing must meet the accessibility standards of the Fair Housing Act and Section 504 of the
Rehabilitation Act of 1973.
4. Rental project owners must maintain the housing in compliance with all applicable State and local requirements, and the housing quality standards in 24 CFR 982.401 through the affordability period.
4.14. Federal Labor Standards
These HUD requirements apply to projects with 12 or more HOME-assisted units and apply to the entire project, not just the portion funded by County HOME funds. If a grant contract is awarded and Davis-
Bacon will be triggered, labor standards requirements will be described in detail in the contract with the
County. Additional information also can be obtained in the HUD Contractor’s Guide to Prevailing Wage
Requirements for Federally-Assisted Construction Projects at:
http://portal.hud.gov/hudportal/documents/huddoc?id=4812-LRguide.pdf
4.15. Objectives

http://portal.hud.gov/hudportal/documents/huddoc?id=4812-LRguide.pdf
E. Projects must be shovel-ready, meaning that work will begin in the year in which the contract is awarded (i.e., 2026). The criteria for shovel readiness means that the project can be shovel-ready by

If a Subrecipient conducts such activities, the activities must be offered separately in time or location, from the CDBG-funded program, and participation must be voluntary for the beneficiaries of the CDBG-funded program.
J. The project may not begin until the environmental review requirements at Part 58 are met and the
County has given notice to proceed.
4.17. Current Operations
The 2025 funds were awarded to Operation Fresh Start in the amount of $50,000.00.
