About this file

This document is a Certification Regarding Lobbying Form CD-511 for a federal grant opportunity. The form requires the applicant to certify that no federal funds have been or will be used to influence any government officials in relation to the award of a federal contract, grant, loan, or cooperative agreement over $100,000. The applicant must also disclose any non-federal funds used for lobbying activities. This certification is a prerequisite for entering into the covered transaction.

The related federal grant opportunity is the 2024 Build to Scale program, which is being offered by the Department of Commerce's Economic Development Administration. This $50 million grant program aims to build public and private capacity for technology and innovation-focused entrepreneurs, accelerate growth in technology-driven regional economies, provide proof-of-concept and commercialization assistance, and increase equitable access to capital for technology entrepreneurs. Eligible applicants include state and local governments, tribes, nonprofits, and higher education institutions. The grant funds operational and programmatic costs, but cannot be directly passed on to individual startups or entrepreneurs.
