About this file
This document is an approval request for the continued maintenance and support of Opale audio quality and key performance indicator test platforms previously acquired from Teraquant by the FirstNet Authority Boulder Lab. The FirstNet Authority requires these test platforms to support ongoing operations and oversight of push-to-talk voice communication solutions offered as part of the FirstNet service. Teraquant is the sole provider of support and maintenance for the Opale products in the U.S. region, and the most recent market research has determined that the Opale software and maintenance support is proprietary to Teraquant. The acquisition request is to continue the product support and maintenance of the existing Teraquant test platforms, which have been under maintenance for five years. Pricing will be determined to be fair and reasonable based on FAR 13.106-3 procedures. The related federal contract opportunity is for Opale Software Maintenance and Support for Teraquant Platforms, awarded to Teraquant Corporation on 2024-09-13 for $118,369.39.

The FirstNet Authority Boulder Lab group previously acquired Opale audio quality and key performance indicator test platforms from Teraquant to support lab test activities completed on push to talk voice communication solutions offered as part of the FirstNet service via contract numbers 1333P219C00000016 and 1333P220C00000013. This push to talk product testing was performed as part of the contract oversight and collaboration efforts with the AT&T FirstNet organization. Continued availability of these push to talk test capabilities is critical to support the ongoing operations of Boulder lab. This acquisition request is to continue the product support and maintenance of the test platforms previously purchased and that have been under product maintenance for five years. Teraquant is the only support organization for the U.S. region for the Opale products and continued product support and maintenance is only available from this vendor.
The most recent market research has determined that the Opale software and maintenance support for the existing Teraquant test platforms is proprietary to Teraquant since they are the only resellers in the United States for Opale products. Teraquant is a small business. FirstNet will continue to conduct market research to see if any other providers could potentially fulfill this requirement in the future.
Pricing will be determined to be fair and reasonable based on FAR 13.106-3 procedures.
