PERFORMANCE WORK STATEMENT (PWS)

MAINTENANCE AND REPAIR OF DIRECTORATE OF EMERGENCY SERVICES (DES), FORT

LEONARD WOOD CLOSED CIRCUIT TELEVISION (CCTV)

SECTION C.1

GENERAL

C.1. GENERAL:

The contractor shall perform semi-annual scheduled maintenance described in this document at Ft.

Leonard Wood, Missouri. Contractor shall respond to Service Orders (SO) issued by the Contracting

Officer’s Representative (COR) and install, repair or replace items associated with CCTV FT LEONARD

WOOD equipment, support structures specifically installed for CCTV equipment, and networking equipment specifically installed to support CCTV equipment and functions.

SECTION C.2

DEFINITIONS, ACRONYMS, REGULATIONS AND APPLICABLE PUBLICATIONS:

Contracting Officer (KO) A person duly appointed with the authority to enter into and administer contracts on behalf of the Government.

Contracting Officer’s Representative (COR) A government official appointed in writing by the contracting officer to conduct quality assurance and other functions and duties as specified in the written appointment.

COTS Commercial Off The Shelf.

CCTV Close Circuit Television.

Consumable Materials Items used in the routine maintenance and repair of equipment but not considered a specific part for a specific piece of equipment. Examples of consumable materials are bulk items such as grease, oil, lubricants, wire connectors, screws, nuts or other items that are normally considered consumable in a commercial maintenance and/or repair function.

Service Order (SO) An order issued by the COR requiring installation, repair, replacement or other service on CCTV FT LEONARD WOOD equipment, support structure, software or networking equipment to bring that equipment to an operational status.

CCTV FT LEONARD WOOD provides recording, live viewing and playback of video at critical facility entry points and other designated priority areas. Video media storage on Network Video Recorders

(NVR) with a minimum of 30 frames per second, per camera, with synchronized audio for a period of thirty days is achieved without the need for offline storage. Provides viewing of live or recorded video over the Fort Leonard Wood Installation Campus Area Network (FLWICAN) and encrypted network connections with proper authentication. The CCTV FT LEONARD WOOD stores and compresses video and audio data using hardware based H.264 compression and transmit network data via Transmission

Control Protocol (TCP), User Datagram Protocol (UDP) and multicast. CCTV FT LEONARD WOOD is comprised of 212 various types of fixed, pan/tilt/zoom (PTZ), Infrared (IR) cameras, and 3 forward looking infrared (FLIR) cameras and their associated components, 34 encoders, 16 NVR, 5 personal computer (PC) and 1 laptop workstations, 2 VMS servers, 32 monitors, 35 audio capturing devices/equipment, video management software (VMS) and firmware applications, 150 fiber modules, 23 unmanaged data switches, 10 encrypted and 29 unencrypted wireless access point (WAP) radios with associated components, 3 speed calming devices/equipment with associated components, support structures specifically installed to support CCTV equipment such as 10 telescoping towers, 9 stationary repeater platforms and 3 CONEXs (Container Express), 2 mobile platforms such as trailers, 5

Uninterrupted Power Supplies (UPS), AC and DC power systems such as 5 generators, 37 solar arrays, 70 storage batteries and associated power system components. CCTV FT LEONARD WOOD equipment is located in various locations on Fort Leonard Wood including interior and exterior applications on buildings, towers, canopies, and mobile platforms.

USGCB/FDCC The purpose of the United States Government Configuration Baseline (USGCB)

(http://usgcb.nist.gov/index.html) initiative is to create security configuration baselines for Information

Technology products widely deployed across the federal agencies. The USGCB baseline evolved from the

Federal Desktop Core Configuration (FDCC) mandate (http://nvd.nist.gov/fdcc/fdcc_faq.cfm). The

USGCB is a Federal government-wide initiative that provides guidance to agencies on what should be done to improve and maintain an effective configuration settings focusing primarily on security.

C.3. Tasks

C.3.1. Contract Kick-Off Meeting: The contractor shall attend the contract kick-off meeting and deliver minutes of the meeting to the COR within 2 business days of meeting completion. Delivery will be via email attachment, document format Adobe Pro or Microsoft Word.

C.3.2. Preventive Maintenance Checks and Services (PMCS) Schedules: The contractor shall deliver 20 business days after award of contract a written annual PMCS schedule with the projected start dates and end dates for the 2 semi-annual PMCS. The contactor shall deliver no later than 8 business days prior to the start of the PMCS a written daily work schedule forecasting the day, time, and location of equipment that will be serviced from start date to end date of PMCS. PMCS will be completed within 16 business days from start date to end date, with exceptions for federal holidays and extreme weather that presents safety hazards. Any revision to the daily work schedule shall be delivered to the COR in writing no later than 2 business days prior to the change taking effect. Revised PMCS daily work schedules shall clearly indicate changes from the original daily work schedule and shall incorporate the changes into a conformed revised daily work schedule. All PMCS tasks will be completed no later than end date of the provided daily work schedule and or within approved dates for revised schedule changes but shall not carry over to the next semi-annual PMCS. Delivery of all schedules will be via email attachment, document format Adobe Pro or Microsoft Word.

C.3.3. Preventive Maintenance Checks and Services (PMCS) Coordination Review: Prior to beginning any physical PMCS work the contractor and the COR (System Administrator) shall meet at the COR’s office on the start date provided on the PMCS daily work schedule and conduct a joint PMCS coordination review of all networked cameras. During the PMCS coordination review, recorded and live video will be reviewed to verify the current status of digital recorder image qualities, recording and playback functions. The PMCS coordination review will be used to identify the current operational state of all cameras and associated components and serve as mutual notification between the COR and contractor on initiation of PMCS work. Any further coordination required for access to controlled or restricted areas will be done through the COR.

C.3.4. Preventive Maintenance Checks and Services (PMCS) The contractor shall perform PMCS semi-http://usgcb.nist.gov/index.html http://nvd.nist.gov/fdcc/fdcc_faq.cfm annually on all CCTV FT LEONARD WOOD equipment, software, and tower structures. During the performance of PMCS the contractor shall notify the COR in writing via email within 1 business day of any equipment or component failures discovered that will require a service order to initiate corrective action.

C.3.5. Hazardous Equipment or Conditions: If during the performance of PMCS, the contractor detects conditions that appear to present an immediate or impending threat to personnel safety, property safety or to the integrity of the equipment the contractor shall notify the COR of the condition within 1 hour of discovery. Examples of conditions that warrant notification include but are not limited to electrical shock hazards, inoperative safety devices, inoperative emergency power supplies, conditions that pose an immediate threat of network compromise and/or structural discrepancies that may lead to structural failure.

Semi-annual PMCS shall consist of:

C.3.5.1. CCTV Cameras (fixed and pan/tilt/zoom (PTZ))

a. Clean all domes and lenses of all cameras.

b. Focus and align all fixed cameras on targeted locations specified by the COR during the PMCS coordination review.

c. Service and inspect camera components in accordance with (IAW) manufacturer’s specifications for maintenance.

d. Verify all internal camera housing components are functioning and repair if defective.

e. Verify home preset positions are correct during the joint review. Fix preset positions if identified as incorrect during the PMCS coordination review.

f. Check all connections/connectors and repair if defective.

g. Verify all exterior domes, camera housings and equipment boxes are sealed and latches are working properly; replace deteriorated seals or defective latches within 1 business day of discovery.

h. Verify all audio collection microphones are functioning and recording with their associated camera, correct programming failures when discovered.

C.3.5.2. Network Integration Equipment/Software

a. Check functionality of all fiber modules and unmanaged data switches; replace if defective within 1 business day of discovery.

b. In coordination with the COR, system administrator, configure firmware and software settings per CCTV FT LEONARD WOOD authorization to operate (ATO) in accordance with the FDCC.

c. IAW manufacturer’s specifications for maintenance, service, logon to and verify all encrypted and unencrypted WAP radios are passing data based on current configurations.

C.3.5.3. CCTV FT LEONARD WOOD Repeaters and Mobile Platforms

a. Reconfigure, verify correct broadcast angles and retune all WAP radios as needed identified during the PMCS coordination review or when identified during C.3.5.2c above.

b. Perform services at intervals shown in the manufactures’ specifications for maintenance on all backup generators at CCTV Containers Express (CONEXs) and mobile CCTV surveillance trailers;

report failed generators to the COR via email within 1 business day of discovery.

c. Perform services on all solar arrays IAW manufacturer’s specifications for maintenance.

d. Perform service and inspection of all lead-acid and gel-pack batteries IAW manufacturer’s specifications for maintenance. Report low or failed batteries to the COR via email within 1 business day of discovery.

e. Perform services on all repeaters IAW manufacturer’s specifications for maintenance. Verify cameras on repeaters equipped with cameras are streaming video through the network during the PMCS coordination review.

f. IAW manufacturer’s specifications for maintenance, service and verify the functionality of all

CCTV FT LEONARD WOOD equipment on mobile command post, and mobile CCTV surveillance trailers; confirm all are connecting, streaming video and fully functional through the network with the

CCTV FT LEONARD WOOD system administrator.

C.3.5.4. Software and Firmware. Provide, install and configure all CCTV FT LEONARD WOOD related software/firmware updates and patches for all equipment as applicable. CCTV FT LEONARD WOOD

Software consists of:

a. Client Video Management Software (VMS)

b. VMS Server Software

c. Manufacturer’s installed product firmware for encoders, NVRs, and WAP network radios.

C.3.5.5. General Equipment and Services

a. Make configuration adjustments as identified during the PMCS coordination review.

b. Service and verify associated CCTV encoders are functioning properly.

c. Check all components for signs of deterioration; report findings to the COR for those components that require a service order within 1 business day of discovery.

d. Clean all monitors and Liquid Crystal Display (LCD) screens utilized to display CCTV FT

LEONARD WOOD content for monitoring.

e. Verify functionality of all attached peripherals.

f. Dust and clean all digital recorders, associated CCTV FT LEONARD WOOD Personal

Computers (PCs) and clean air intake filters, replace filters as needed.

g. Verify all Uninterrupted Power Supply (UPS) backup functions and voltage outputs are IAW manufacturer’s specifications for maintenance.

h. Inspect and service all support structures and their associated components specifically installed to support CCTV FT LEONARD WOOD equipment such as towers, antennas, stationary repeater platforms, containers, and mobile CCTV platforms such as trailers. Report failed or failing structures to the COR within 1 business day of discovery that will require precautionary safety measures and service order to repair.

i. Inspect and service the speed calming devices/equipment and displays located on the 3 CCTV

Containers Express (CONEXs) in accordance with the manufacturer’s specifications for maintenance and services.

C.3.6. Technical Qualifications: Contractor employees performing PMCS, installation, upgrade, replacement, repairs or programming of CCTV FT LEONARD WOOD software, encoders, NVRs, and

WAP radio networks must have a technically proficient working knowledge for the client software and equipment firmware for the specified equipment. Contractor employees must have a technically proficient working knowledge for maintaining and installing all types of CCTV devices, WAP equipment or like type equipment. Must have a technically proficient working knowledge for maintaining and installing solar power systems.

C.3.7. Service Orders (SO): Perform Equipment Installation, Repair/Replacement: Service order requests shall be issued by the COR. SO will include description of item, software or equipment and general statement of service requested. Contractor shall make a physical site visit to perform diagnostics on failed equipment or disruption of service within 3 business days of receipt of the order. The contractor will make telephonic contact with the COR upon arrival to FLW to serve as notification on start of on-site diagnostics. During SO visits for failed equipment or disruption of service, contractor shall perform comprehensive diagnostics. Within 1 business day after completion of on-site diagnostics the contractor shall deliver via email to the COR a Contractor’s SO estimate.

C.3.7.1. Contractor’s Service Order (SO) Estimate: Will be a written report detailing the fault(s) diagnosed, the reason of failure or service disruption, with a resolution to repair/replace failed equipment or resolve disruptions of service. The estimate shall detail the estimated timeframe to make the repair or installation, a detailed manufacturer’s description listing of necessary parts or equipment, except those materials considered consumables, and if required programming of software or firmware. The contractor shall include the estimate for installation of equipment or parts. When replacement equipment must be ordered, the contractor shall include in the estimate the date of delivery/installation when it will exceed 8 business days. Any replacement structure, equipment and or part shall be compatible and integrate with current CCTV FT LEONARD WOOD equipment and software/firmware. Replacement structures, equipment and or parts shall not be of lower quality or of lesser capability of equipment/parts currently in use. Equipment cannot be manufactured by companies listed as prohibited in the 2018 National Defense

Authorization Act. Refurbished and/or repaired equipment/parts shall not be used as replacement equipment/parts, unless authorized by the COR.

C.3.7.2. Authorization to Make Installation, Repair/Replacement: Upon receipt of the Contractor’s SO estimate, the COR will determine approval of the Contractor’s recommended resolution and inform the contractor in writing via email to proceed or not proceed with the installation, repair or replacement of equipment or software/firmware. In no event shall the contractor proceed without written approval via email from the COR. Upon receipt of the email approval from the COR to proceed the Contractor shall have 7 business days from the date of the notification to begin installation, repair/replacement work.

Installation of the product must comply with current manufacturer safety and engineering standards for installation of the product. The Contractor will document in writing via email to the COR and thereafter daily at close of business until completed, with reason for delays and resolution of delays for SO work not completed on the completion date specified in the Contractor’s SO estimate.

C.3.7.3. Cost Exceeding the Approved Contractor’s SO Estimate: In no event shall the contractor incur costs in excess of the approved SO estimate price without authorization from the KO. In the event that installation, repairs/replacements are anticipated to exceed the approved estimate price, the contractor shall notify the COR in writing within 1 business day of determining a cost increase. The adjusted estimate will detail the reason(s) for the additional cost(s) of the installation, repair/replacement.

C.3.8. Required Records/Reports: The contractor shall maintain the following records for the duration of the contract. These records shall remain available for inspection, reproduction or delivery to the KO or

COR for completion of the monthly Surveillance and Performance Monitoring (SPM) report.

Records shall include the following:

a. Service Orders (SO) Equipment Logs: Copies of all SO indexed by SO number with current and detailed service log for each piece of equipment that is installed, repaired/replaced under a SO request. As a minimum the log shall detail each piece of equipment, make, model, serial number (if applicable), location of the equipment, date/time that the installation, repair/replacement was performed.

This log shall be maintained in Adobe Pro or Microsoft Word format and an electronic copy of the updated log delivered to the COR within 2 business days after an SO is completed.

b. PMCS After Action Report: After each PMCS the contractor shall deliver a report to the COR which details the complete scope of inspections, repairs/maintenance/cleaning performed, adjustments made, firmware/software upgrades installed and the date of each action for each piece of equipment

PMCS’d. The report will detail all equipment, structure, software or firmware issues or failures identified during the PMCS that require service orders to correct. Report will also include total labor hours incurred and number of technicians by date used to perform the PMCS. This report shall be maintained by the contractor and a copy delivered via email to the COR in Adobe Pro, Microsoft Excel or Microsoft Word format no later than 7 business days after the completion of the PMCS.

c. Equipment Inventory Report: A complete, updated equipment inventory report detailing all

CCTV equipment, items, and components comprising CCTV FORT LEONARD WOOD. The inventory will list each item by type, manufacturer, model number, and quantity. The contractor shall deliver this inventory to the COR via email in either Adobe Pro, Microsoft Excel, or Microsoft Word format no later than 7 business days after the completion of the second semi-annual PMCS annually.

C.3.9. Access and General Protection/Security Policy and Procedures: All Contractor and sub-contractor personnel performing tasks on this PWS shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures, which will be provided to the Contractor by a Government representative upon written request to the KO. Contractor shall provide all information required for background checks to meet installation access requirements as performed by the installation Provost Marshal Office, Director of Emergency Services or Security Office.

Requesting Contractor shall submit request for installation pass to the COR using the provided installation pass request form. The COR will sponsor, certify the access requirement and provide this form to the Fort Leonard Wood visitor center to request a visitors card or pass. The COR will notify the contractor in writing via email when the card or pass is approved for pick up. Card or pass requests must be picked up by the applicant at the Visitor Center (building 100) during normal business hours, 0800-

1700 M-F). There is no charge to the contractor for the card or pass. Contractor personnel shall comply with all personal identity verification requirements as directed by DoD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of the base contract to this task order, should the Force Protection Condition (FPCON) at any facility or installation change, the Government may require changes in Contractor security matters or processes.

C.3.10. Antiterrorism (AT) Level I Training: All contractor and sub-contractor employees requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training. IAW AR 525-13, 3 DEC 19, AT Level I Awareness training will be conducted by a certified

Level II trained ATO. For contracts that cross fiscal years, or for contracts with option years, all contractor personnel shall complete annual AT Level I awareness training. The Installation AT Office or a certified Level II trained ATO on the installation will provide the training. Contact information for this

Government employee will be provided at the kick-off meeting.

a. The Installation AT Office or a certified Level II trained ATO will provide a one hour training session conducted on FLW for Contractor personnel working on this installation. The COR will coordinate this training at the time of task order modification or award. Contractor personnel working at installations other than FLW shall coordinate with the COR and local AT Offices to obtain training applicable to that installation.

b. Contractor shall provide a list of personnel trained to the COR within 5 business days of completion of training.

C.3.11. iWatch Training: Within 10 calendar days of contract award and within 10 calendar days of new

Contractor employees commencing work on this contract, all Contractor and sub-contractor employees shall review the FLW Directorate of Emergency Services (DES) web link for iWatch training located at http://www.wood.army.mil/LEC/iWatch/iWatch.htm. This locally developed training will inform employees of the types of behavior to watch for and how to report suspicious activity. Suspicious activity shall be reported to the KO. There is no charge to the Contractor for this review. The burden to complete this training is approximately 20-minutes per employee.

C.3.12. Operations Security (OPSEC) Training: The OPSEC Plan and User Agreement will be available for Contractors to review through the Installation OPSEC Officer. The Contracting Officer’s

Representative (COR) will ensure the Contractor is aware of the Installation’s OPSEC Plan and is in compliance with the Installation’s OPSEC Plan during contract performance.

a. For contracts that require OPSEC training: Pursuant to AR 530-1, all Contractor personnel must complete initial Level I OPSEC training within 30 calendar days beginning performance on this contract. For contracts that cross fiscal years, or for contracts with option years, all contractor personnel shall complete annual OPSEC awareness training.

b. The Installation OPSEC Office, or a certified Level II trained OPSEC Officer will provide

Level I OPSEC training on Fort Leonard Wood for Contractor personnel working on this installation.

Contact information for this Government employee will be provided at the kick-off meeting.

c. The COR will coordinate this training at the time of task order modification or award.

Contractor personnel working at installations other than FLW shall coordinate with the COR and local

OPSEC Offices to obtain training applicable to that installation.

d. Contractor shall provide a list of personnel trained to the COR within 5 business days of completion of training.
