July 12, 2022 National Academies of Sciences, Engineering and Medicine (NASEM) Health and Medicine Division (HMD) Forum on Mental Health and Substance Use Disorders (Forum)

Statement of Work

Background/Purpose

The purpose of this purchase order is to support the National Academies of Sciences, Engineering and Medicine’s (NASEM) Health and Medicine Division’s (HMD) Forum on Mental Health and Substance Use Disorders (Forum) with a particular focus on older adults and to acquire the scientific information, products and publications from that work including particularly the work addressing older adults.

The Forum is designed by the NASEM HMD to address the current issues (e.g. care delivery) with regard to policies, practices, systems and data for the detection, diagnosis and management of adults, including older adults, with mental disorders such as substance use disorders/opioid use disorder. The Forum provides a structured environment in a trusted venue for sustained attention to a range of high impact behavioral health issues.

Care delivery for those with chronic pain, mental health and/or substance use disorders can be challenging as individuals may be unable to seek care, access care, participate in/understand care, and/or pay for care. Further, behavioral health conditions/issues may be associated with increased risks of mortality, morbidity and disability.

Further, there are care delivery and health care system issues for this population that need to be addressed. The Forum addresses these issues with, for example, potential work related to: facilitating access to care across settings; detection of behavioral health issues; potential use of evidence-based tools to detect, assess risk and better manage, coordinate and integrate physical and mental health services; regulatory challenges in confidentiality of treatment information; financing of care; using technology, for example telemedicine; standardizing data; and developing benchmarks to improve quality of care.

The Forum activities/work focuses on adults, including older adults, and facilitates sustained dialogue, attention to, and potential opportunities for action for these high impact Forum issues. The Forum work includes: expert meetings, webinars, workshops and publications. For example, past work included an Early Interventions for Psychosis: First Episodes and High-Risk Populations meeting and Suicide Prevention in Indigenous Communities Virtual Workshops webinars.

CMS requires this work and the resulting information, products and publications, (as scientifically-informed independent analyses and objective science policy information) to address the national issues of care delivery for persons with mental disorders including substance use disorders. The work, unavailable in other venues/forums, is critical to CMS for the nation’s healthcare safety and quality within the current and changing/emerging areas of health care policy and delivery.
