Basis for Award
Best Value: Award will be made to the offeror whose offer represents the best value to the Government, considering technical merit and price. Technical Specifications are more important than price.
Factor 1 – Technical Acceptability (Pass/Fail) Offerors must demonstrate compliance with all salient characteristics listed in Section 6 of this solicitation on a pass/fail basis. Offers that do not meet all mandatory salient characteristics will be deemed technically unacceptable and will not be considered for award. Offerors shall provide manufacturer specification sheets or other supporting documentation to confirm compliance.
Factor 2 – Camera Technical Merit Offers that meet the mandatory camera requirements (≥5 megapixels, linearity error <1.0% per EMVA 1288, spectral range 380-780nm, bit depth ≥16 bits, USB 3.0+, C-mount) will be further evaluated on the following camera performance characteristics:
· Frame Rate
· Quantum efficiency (%)
· Read Noise Higher frame rate, higher quantum efficiency, and lower read noise represent a more advantageous offer.
Factor 3 – Price Price will be evaluated for reasonableness. When technical merit is determined to be equal or nearly equal between offerors, price will become the determining factor.
