About this file

This is a Justification and Approval for Other than Full and Open Competition document (Plan ID: 2027-CIO-0035) issued by the Library of Congress for a single-source procurement from Work Dynamics Technologies Limited.

The Library of Congress requires one ccmConveyor subscription with maintenance services (Mfg. Part No. U-MC-0013) and forty-two ccmEnterprise licenses with maintenance support (Mfg. Part No. U-ME-0011) to integrate records and attachments from the Library's current ccmEnterprise v4.1 web application into the FEITH Records Management System. The maintenance and support services include software updates, telephone and online support, bug fixes, and software patches. The contract is valued at an undisclosed amount (estimated value is redacted) with a period of performance from October 1, 2026, through September 30, 2032 (base period plus four option years). The justification for single-source procurement is based on the proprietary nature of the products, with Work Dynamics Technologies Limited being the sole producer and distributor. The products are listed in the Library of Congress Enterprise Architecture Repository database under TRM0006342. The contracting officer conducted market research and confirmed Work Dynamics Technologies has no authorized resellers. The Library plans to continue monitoring the marketplace for alternative solutions and will evaluate the IT architecture annually to reassess essential functionality levels. No other sources expressed written interest in this award.

Justification and Approval For Other than Full and Open Competition

Plan ID Number: 2027-CIO-0035

Form Updated 4/14/2023

Justification & Approval

As a legislative branch agency, the Library is subject to the competition and advertising requirements of 41 U.S.C. § 6101. Like the Competition in Contracting Act and the FAR, 41 U.S.C. § 6101 does not require competition when a contracting officer certifies that only one source or brand-name item is available, when dictated by public exigency, or when otherwise authorized by law.

This document sets forth the justification and approval for award of a contract or order by means providing for other than full and open competition per 41 U.S.C. § 6101, LCR 7-210, and, as applicable, FAR 6.302, FAR 13.106-1, FAR 8.405, and FAR 16.505.

Contracting without competition shall not be justified on the basis of a lack of advance planning or concerns related to availability of funds.

This form shall be used to support instances where competition will be limited to a single source, a limited number of sources, including where a brand name product is required.
