About this file

This slide deck from a February 2024 pre-solicitation conference outlines requirements for the USAID Data-Driven Collaborating, Capacity, Learning, and Adapting Support Services contract. The five-year, cost reimbursement plus fixed fee contract will utilize a phased acquisition approach. Phase one submissions are due in late May to early June 2024 and will focus on institutional capacity. Phase two submissions will include a technical response, cost proposal, and branding plan, with oral presentations possible. The contract will support data collection, analysis, knowledge management, training, collaboration events, and capacity strengthening for USAID/Caucasus. Only U.S. small businesses are eligible to apply as prime contractors. The anticipated RFP release is late April 2024, with contract award after a competitive evaluation and source selection process.
