Performance Work Statement

(PWS)

for CCAF Advisor

11 May 2020

1. DESCRIPTION OF SERVICES: Non-personal services contract. The contractor will be the first-line, education resource for non-permanent party members (students) assigned to Goodfellow AFB for training.

1.1 TYPE OF SERVICES REQUIRED: The advisor is responsible for conducting academic advising, transcript reviews, engaging in follow-up CCAF actions (CCAF 968 Action Requests), providing basic customer support and delivering reading comprehension exams. Academic advisement will focus primarily on the Community College of the Air Force (CCAF) degree and Defense Activity for Nontraditional Education Support (DANTES) testing. The advisor must have basic knowledge of Air Force Tuition Assistance (TA), Military and Language Testing, and Spouse TA programs; the advisor may be asked to maintain informational fliers and handouts for these programs as provided by the 17th FSS Education Center staff. The advisor is required to refer customers needing in-depth Education counseling, Initial TA counseling, Follow-up counseling, or exam scheduling for military and language exams to the appropriate Air Force professional Education Specialist or Education Center staff. Work shall be performed at Bldg 316, 17 FSS/FSDE, Goodfellow Air Force Base, Texas.

1.2 DESCRIPTION OF MATERIALS: None Required

1.3 GENERAL INFORMATION: Personnel/Qualifications:

1.3.1 The contractor shall possess either an Associate’s degree at minimum in any subject and have the equivalent of 3 years’ advisory and customer service experience, or possess a Bachelor’s degree that included or was supplemented by at least 24 semester hours to be filled in one or a combination of the following areas; Communication; Counseling & Guidance; Education; Psychology; Social Work; or Test & Measurement. Degree must be from a United States institution accepted by an organization/association approved by the Council for Higher Education Accreditation (CHEA) and/or the US Department of Education.

In addition to meeting the basic education and experience requirement above, to qualify for this position the contractor must also meet the knowledge skills qualification requirements listed below:

1.3.1.1 Contractor is expected to possess good computer knowledge, with the ability to work with common office automation applications (word, excel, PowerPoint, outlook, Web based Data Management Systems).

1.3.1.2 Must be diligent with Records Management (RM). The Contractor will regularly demonstrate the ability to maintain and safeguard PII IAW requirements of the Privacy Act of 1974 and document individual counseling session information in the Air Force Automated Education Management System (AFAEMS.)

1.3.1.3 Ability to communicate effectively with a diverse group of individuals, both orally and in writing, using tact and courtesy. Will be fluent in the English Language.

1.3.1.4 Use critical thinking to gather information from myriad sources to formulate, incorporate, and adapt education targets toward comprehensive career and civilian pathways.

1.3.1.5 The contractor shall provide proof of qualifications. Resumes and transcripts shall be submitted with quote packages to the Base Contracting Office.

1.3.2 Contractor shall present a neat and professional appearance at all sessions.

1.3.3 The contractor must be willing to participate in an AF program indoctrination period. During the first several weeks of assignment, the contractor will be expected to receive training on AF systems and programs, to include:

1.3.3.1 Air Force Non-classified Internet Protocol Router Network (NIPR) Network. – The Contractor will be expected to complete required Information Assurance Computer Based Training courses in order to obtain a Common Access Card (required for Education programs)

1.3.3.2 Air Force Automated Education Management System (AFAEMS) – Contractor will receive system access and hands-on training directly from the 17th FSS Education Center Staff

1.3.3.2.1 The Community College of the Air Force (CCAF)

1.3.3.2.2 The Contractor will receive a CCAF Advisor handbook. The contractor is expected to read this publication and use it as a regular resource when advising members.

1.3.3.2.3 CCAF Advisor Training Course – The contractor will be invited to participate in a 3 day course, offered free of charge via satellite. The satellite course is run and operated by the Education Center Bldg 316. This course is given roughly quarterly. A new contractor would be offered the first available seat upon assignment.

1.3.3.2.4 The 17th FSS Education Center staff will give the contractor tutorials and in-depth advice regarding specific AFSCs assigned to Goodfellow AFB for training.

1.3.3.2.5 The Contractor is expected to be familiar with CCAF publications. The Contractor will be mentored by the 17th FSS Education Center staff in identifying targeted materials essential to advising students (CCAF Catalogs, flyers, and handouts).

1.3.3.2.6 The 17th FSS Education Center staff will provide the Contractor with introductory training to the Air Force Tuition Assistance (TA) program and DANTES testing programs.

1.3.3.2.7 If additional systems or programs are deemed necessary to complete the required work for this position or if systems undergo modernization or changes, the Contractor will be provided training by the 17th FSS Education Center staff.

1.4. SPECIFC TASKS: Scope of Work: In accordance with governing directives, college reference materials, and local policies, the contractor provides advisement on CCAF, DANTES testing, and performs related administrative tasks to include marketing the CCAF program. The contractor shall provide routine customer service to include answering phones, making appointments (testing or counseling), updating individual academic records and managing office paperwork. The contractor shall make inquiries to the Air Force 17th FSS Education Services Specialists or other Goodfellow AFB Education Center staff on behalf of students and other customers and shall provide general information and advisement as requested. Contractor shall provide basic tuition assistance information, flyers and handouts to eligible active duty military personnel and record every customer interaction in AFAEMS.

1.4.1. The primary emphasis is advisement on the CCAF program. The contractor shall provide general information on CCAF eligibility, gather and process paperwork, and assist members in obtaining official documentation (transcripts, etc.) to be sent to CCAF. Contractor will evaluated and interpret CCAF WebPR (progress reports), transcripts, certifications, and exams. Contractor will advise members on options for completing CCAF degree requirements. The contractor will facilitate CCAF degree completions by providing sound guidance to each student and through actively marketing the CCAF program. The contractor will actively use the CCAF Advisor tools to identify members close to completion and reach out to those members to offer assistance. When necessary, inquiries on the students’ behalf will be made to CCAF (Mainly through CCAF 968 messaging).

1.4.2. Provide information to individuals regarding additional education services and provide information on DANTES testing programs. The Contractor shall become thoroughly familiar with all testing programs, i.e. CLEP/DSST, Language, etc. and understand how they apply to the CCAF degree. The Contractor shall assist customers with application and other documentation required for CCAF.

1.4.3. When not engaged in appointments for CCAF counseling, the contractor will assist office staff in general customer service duties.

1.4.4. The Contractor is expected to help direct phone calls to appropriate Education Center staff members when the member needs help outside the scope of the Contractors responsibilities.

1.4.5. Government Representative (GR): The authorized Government Representative for this contract is Superintendent, Base Education and Training Services or Ms. Cindy Tews, Chief, Force Development flight. The Education Center telephone number is 325-654-3314

2. GOVERNMENT FURNISHED PROPERTY AND SERVICES.

2.1 Office Equipment. The Government will provide the Contractor desk space equipment, supplies, computer and base telephone at 17 FSS/FSDE that are necessary to perform the duties of the contract. The Government will provide access to electronic mail and internet access as appropriate. The service provider shall use these Government furnished serves only in matters related to the performance of this contract. All network (LAN) remote access will be provided by the base Network Control Center. Service provider shall not establish any external network connectivity. The Government may limit or restrict these services at any time, such items will be used for official use only.

2.2. The Contractor will be required to accomplish any training necessary to access the Base NIPR network.

3. GENERAL INFORMATION

3.1 CONTRACT MANGEMENT

3.1.1. Contract Manager. The contractor may provide a qualified substitute for a period of absence if approved by the Contracting Officer. The substitute will have the same qualifications as the contractor in the performance of their duties. Any Active Duty Military substitutes must have a Memorandum for Record from their commander with permission to substitute. However, in all cases, the substitute shall have no claim whatsoever against the Government for services rendered and the compensation to be paid the substitute shall be a matter entirely between the contractor and the substitute.

3.1.2. Security Requirements. The contractor shall submit all required documentation to the Civilian Personnel Office and pass a Tier 1 (T1) background check. The contractor shall obtain a common access card (CAC) for access to Goodfellow AFB.

3.1.3. Performance of Services during a Crisis Declared by Secretary of Defense: The contractor is considered "non-essential personnel” for base closures or work hour modifications due to weather, exercises or other military requirements as determined and announced by base officials or the Government Representative.

3.2. HOURS OF OPERATION

3.2.1. Normal Hours of Operation. Contract services will be required for a minimum of 3 workdays per week with a maximum of 5 days per week (which days to be determined by the contractor and the Chief, Force Development Flight at least 1 day in advance.) ). Each workday may be scheduled one (1) unit, there may be occasions when two units may be required. A "unit" consists of a four-hour session (ex:7:30-11:30 AM or 12:30-1630 PM). No workday will consist of less than 2 hours work unless specifically requested by the contractor. In no case will more than 8 hours work be earned in one workday. Hours may be scheduled informally by the Chief, Force Development Flight or the Superintendent, Base Education and Training Services.

While AETC Family Days will be identified annually, it is anticipated that the same number of AETC Family days will be declared each year (*notice 2022 will have an extra due to the weekly placement of new year’s day). Any Holiday falling on a Saturday will be observed the preceding Friday. Any Holiday falling on a Sunday will be observed the following Monday.

3.2.1.2 Contractor will advise the Government Representative within 2 hours of scheduled hours when he/she is unable to work due to short illnesses or other bonafide emergencies. In these instances the Government shall provide a government employee to help cover some of these services.
