About this file
This document is a Request for Information (RFI) issued by the Defense Logistics Agency (DLA) Aviation to identify potential vendors capable of providing industrial product support services for the Corpus Christi Army Depot (CCAD) under the CCAD IPV Gen II program.
The RFI provides an overview of the anticipated scope, which includes supply, management, storage, and distribution of approximately 10,000 DLA-managed and commercially sourced National Stock Numbers (NSNs) to support programmed depot-level maintenance at CCAD. Key requirements include a 99% Bin Fill Rate, collaboration with DLA and Army customers on demand forecasting and planning, procurement of items from DLA and commercial sources, and distribution and kitting of materials. The government anticipates a 10-year contract term with a 5-year base and 5-year option. Responses to the 13 detailed RFI questions are requested by June 14, 2024, and an industry day is planned for September 11-12, 2024 in Richmond, VA.

REQUEST FOR INFORMATION ANNOUNCEMENT
Defense Logistics Agency - Aviation, Richmond, VA
Corpus Christi Army Depot (CCAD) Industrial Product Support Vendor
(IPV) Gen II
Program Overview
DLA-Aviation Richmond is conducting market research to identify potential vendors that may possess the expertise, capabilities, and experience to provide industrial product support to the Corpus Christ Army Depot (CCAD). The current CCAD IPV contract covers roughly 9,400 unique NIINs with approximately 50 bench stock locations in 20 buildings and 20,000 bins. It is anticipated that the scope of this follow-on effort will remain within the current scope. Please see Attachment 1 for the current estimated schedule of items (SOI) for the follow-on contract, additions and deletions will occur before and after award. DLA is the primary source of supply for approximately 80% (~8000 NIINs); however, suppliers will be able to buy items commercially under certain conditions when DLA does not have stock. Exceptions to this capability are Critical Safety Items (CSI), items that require First Article Testing (FAT) or any other items determined by the contracting officer. It is anticipated that the remaining 20% (~2000 NIINs) will be commercially sourced. For the commercially supported items the vendor will provide support for CCAD demands as well as potentially for all DLA customers worldwide for a smaller portion of items that meet specific conditions. The performance expectation for this contract will be a 99% Bin Fill Rate (BFR). The overall goal of this acquisition is to improve efficiencies and enhance support to our customers. The agency anticipates a 10-year term for this contract broken into a 5-year base and a follow-on 5-year option. The notional value for the duration of the contract is $250M. Via this Request for Information (RFI), DLA-Aviation’s intention is to leverage the commercial industry’s best practices and implement a solution which assures readiness, safety, and efficiency to support the CCAD IPV program.
The government expects a variety of methodologies to execute this requirement and will use this RFI to consider pros, cons, and risks of various approaches.
Material Scope
This initiative contains approximately 10,000 DLA managed and commercially sourced National Stock Numbers (NSNs). See Attachment 1 for the current estimated SOI. Additions and deletions of NSNs, as well as the transfer between DLA and commercial sourcing, will likely occur prior to solicitation as well as during the execution of the contract.
Anticipated Scope:
• The supply, management, storage, and distribution for bench stock required to perform programmed depot level maintenance at CCAD.
• Collaboration with DLA and customer on projected and anticipated demands to ensure item availability. The successful vendor is expected to interface with Army Customers to provide forecasting, planning, and stocking of ~20,000 bins.
• Procurement of items from DLA and commercial vendors. For commercially sourced items the vendor will be responsible for all actions related to acquiring the material. This includes:
planning, solicitation, evaluation, negotiations, contract award, contract administration, and contract management functions.
• Palletizing, packing, marking, and labeling of all items for shipment to locations as required.
• Maintaining level of stock in each bin to meet a 99% Bin Fill Rate (BFR) metric.
• Assembly and distribution of kits of items as determined by the Army and DLA.
Request for Information (RFI) Questions: (Please answer in detail)
1. Please provide your CAGE, company name, address, and point of contact information.
2. Indicate your firm’s business size.
3. Which small business sub-category, if any, does your company qualify under? Please indicate if your firm is a manufacturer, non-manufacturer, dealer/distributor, or other.
4. What FSC items do you provide to your current customer base?Would you consider partnering if you could not perform as the prime vendor? If working with sub-vendors, how would the work be divided? Who would perform which tasks? What percentage of the work would sub vendors perform?
5. What risks/costs do you see with providing worldwide support for a portion of the commercially sourced items were it to be executed later in the contract?
6. What is the optimum length of a base contract to reduce costs and optimize availability? Please provide specific information based on your experience to support this recommendation.
7. What is the maximum length of time your firm would be willing to price active products at Firm Fixed Prices (FFP) with an Economic Price Adjustment (EPA)? Provide any information that would preclude long-term FFP of these items.
8. How long do you believe it would take your company to submit a completed proposal? The government’s initial thoughts are 2-4 months. Does that seem accurate/realistic; why or why not?
9. If possible, compare the difference in anticipated costs associated with a 99% BFR metric vice a 99.5% BFR metric.
10. This is a relatively volatile schedule of items. As workload at the depot changes, there can be wide changes in the schedule and scope of items required. What is an appropriate time to allow for adding a new item to having the item stocked before going on metric? Likewise, if an item that was previously covered and dropped is subsequently re-activated is the required time the same as for a new item?
11. Do you have any experience with vending solutions for IPV type requirements? If so, please provide detail and explain how you think automated solutions could be integrated into this requirement and the associated additional costs/cost savings.
12. Please provide any additional information you believe is relevant to this initiative.
