Questions and Answers

1. I am not a 8(a), instead I am a SDVOSB. Will that disqualify me from qualifying for the award? Can you change it for a set-a-side to SDVOSB?

Answer: This procurement is set aside for vendors in the 8(a) program. Vendors that are not in the 8(a) program will not be considered for an award. The set aside will not be changed.

2. Is WD 05-2013 the applicable Wage Determination for all positions at all locations?

Answer: For the purposes of consistent pricing, use at least Wage Determination 05- 2013 as a factor for developing fully burdened rates. The contractor is responsible for compliance with the Service Contract Act at all work locations, where applicable.

3. Will this be a multiple award IDIQ contract?

Answer: Yes, this solicitation will result in a multiple award IDIQ contracts.

4. If this is a multiple award, can the requirement that each solicitation requires 2-3 resumes submittals within 2-business days be revised to state that, contractors who submit for a task order are required to submit 2-3 resumes within 2-business days.

Answer: Awarded contractors who do not respond timely, or at all, will not be considered for the requested task.

5. According to section G.2 of the solicitation, “The contractor shall assign to this contract the following key personnel: TBD.” When will the Government be providing a list of key personnel.

Answer: The Government will not provide a list of Key Personnel. The contractor shall propose key personnel to serve as the main point of contact and who will be responsible for the management of the contract. Section G.2 will be updated with the name and title of the contractor employee who will serve as Key Personnel.

6. Is the page limit requirement for the totality of the proposal (with the exception of the key personnel resume), or is it a limit of 15 pages per volume? Does the page limit include the cover page and table of contents?

Answer: The page limitation applies to the entire proposal submission. It includes the cover page and table of contents. The page limitation is revised from 15 pages to 17 pages.

7. Will this be a multi-award IDIQ?

Answer: This solicitation will result in multiple award IDIQ contracts.

8. Can the Government provide the total number of miles paid for local travel by performance period on the past contract?

Answer: No, the Government does not reimburse for local travel. Travel costs should be included within the fully burdened hourly rate proposed for each labor category.

9. Is the Government asking for one price for each labor category to cover all U.S.

locations?

Answer: Yes, one rate will apply regardless of location within the contiguous United States.

10. Does the contractor provide services overseas in England?

Answer: No, services outside the contiguous United States is not within the scope of this solicitation.

11. Should there be a separate pricing table for Outside the Contiguous United States

(OCONUS)?

Answer: No, there should not be a separate pricing table for services outside the contiguous United States. Services outside the contiguous US are not within the scope of this solicitation.

12. RFP states at least 2 but no more than 3 resumes will be provided within 2 business days of a request for quote. That is a very tight timeline especially when the contractor has to fill England positions too. Does the 2 days apply to the England positions?

Answer: No, services outside the contiguous United States are not within the scope of this solicitation.

13. What are holidays for employees located in the UK?

Answer: Not applicable, services outside the contiguous United States are not within the scope of this solicitation.

14. Will the UK workers be required to obtain a HSPD-12 compliant security badge (Smart ID)? If so, is there a place in the UK that they can appear in person to obtain the SmartID?

Answer: Not applicable, services outside the contiguous United States are not within the scope of this IDIQ.

15. RFP states to provide up to 3 Past Performance Questionnaires to references. Does that include only Prime offeror references or can it also include proposed subcontractor references?

Answer: Past performance information should only be for Prime Offerors.

16. RFP makes reference to the offeror’s past performance narrative but provides no requirements, nor is there evaluation guidance on the narrative. What must offerors provide for the past performance narrative in the proposal?

Answer: Past Performance narrative requirements are added to the solicitation under section L.5. The narrative will be used to determine the relevancy of questionnaire responses received.

17. How many contract awards is the Government planning on making?

Answer: The OCC anticipates two (2) IDIQ contract awards.

18. Will the UK workers be required to be US Citizens?

Answer: Not applicable, services outside the contiguous United States are not within the scope of this solicitation.

19. Will resumes of key personnel count against the 15-page limit for the technical proposal?

Answer: The Key Personnel resume shall be submitted in an appendix to volume I and is not included in the page limitation. The page limitation is revised from 15 pages to 17 pages.

20. In addition to past performance questionnaires being sent to our clients, do you require references in the written proposal stating the client’s name, point of contract, contract amount, period of performance, etc.?

Answer: Yes, the solicitation has been amended to include past performance narrative requirements.

21. What is the font size that you require for proposals?

Answer: The font size shall be no less than 11-size font, Times New Roman.

22. Does the government want both volumes to be included in one 15 page file?

Answer: The volumes should be separate electronic files. The volumes combined shall not exceed the page limitation. The page limitation is revised from 15 pages to 17 pages.

23. Do the cover page and table of contents count against the 15 page limit?

Answer: The cover page and table of contents pages are included within the page limitation.

24. Does the commitment letter count against the 15 page limit?

Answer: A commitment letter should be included in the appendix to Volume I with the resume. The commitment letter is not included in the page limitation. The page limitation is revised from 15 pages to 17 pages.

25. On page 10 of the RFP for Performance Objectives for On Time Performance and Daily Attendance you cite disincentives of labor rates X business hours without resource. Are you saying that if an employee reports to work late or is absent that you will charge the contractor for hours missed, or are you saying that we cannot bill you for those hours. Since this is not a fixed price contract, you cannot charge back for hours not worked.

Answer: Firm fixed price task orders will be awarded against the IDIQ contracts.

The hourly rates and period of performance will be used to derive the total price.

However, disincentives will be applied for failure to comply with performance requirements such as hours of coverage. The disincentive will reduce task order value by the specified dollar amount.

26. Please confirm whether or not the following are included or excluded in the fifteen page limit.

a) Transmittal letter

b) Table of Contents

c) Volume I and Volume II ( total of 15) or 15 pages per Volume

d) Past Performance Narrative

Answer: The transmittal letter, table of contents, and past performance narrative are included in the page limitation. The page limitation applies across Volumes I and II, cumulatively. The page limitation is revised from 15 pages to 17 pages.

27. What has been the agency's historical Fiscal Year (FY) level of spending for this requirement within the past 3-5 years?

Answer OCC has spent approximately $500,000.00 per fiscal year since FY 2011 for temporary support services.

28. What is the agency's anticipation for future spending under the solicited requirement?

Answer: The OCC anticipates future spending at approximately $500,000.00 per fiscal year.

29. We respectfully request FAR Clause 52.219-27 is added to Temporary Support Services/Solicitation CC15HQR0013 SDVOSB set-a-side requirement. Thank you in advance.

Answer: The solicitation will remain set aside for 8(a) vendors only.

30. Page 5-6 Objective 2 Quality. The government is request that credit checks be performed with a minimum credit score of 550. Will the government be reimbursing the contractor for the credit check?

Answer: No, the government will not reimburse contractors for credit checks.

31. What type of equipment will the contractor be lifting at or near 50 pounds?

Answer: Performing administrative support services may require an individual to move a box of office supplies such as printer paper.

32. Who does the government consider to be Key personnel?

Answer: The contractor employee responsible for monitoring performance and attendance of temp services personnel is considered Key Personnel. This individual should also serve as the contractor point of contact for contractual matters.

33. Does government want SCA Revision 16 with the new Health $ Welfare of $ 4.27 per hour?

Answer: Yes, Wage Determination 05-2103 was revised on July 14, 2015 (Rev. -16).

Wage determination 05-2103 (rev -16) is now incorporated into the solicitation.

34. Is overtime authorized?

Answer: Overtime is not authorized.

35. The contractor shall include any Prompt Payment Discount terms on the face sheet of all invoices. Can the government explain what discounts?

Answer: If the contractor wants to offer a percentage discount in exchange for earlier payment, please note the discount on the invoice.

36. How many companies will be on this IDIQ?

Answer: The OCC anticipates two (2) IDIQ contracts to result from this solicitation.

37. Will a single TO requirement include one opening, in a single labor category, in one location?

Answer: Each task order solicitation will be for one position of a single labor category at a single location.

38. Can a TO requirement include multiple openings, in any number of labor categories, at more than one location?

Answer: Each task order solicitation will be for a single labor category at a single location.

39. After the OCC receives PIV info, how long does it take for the candidate to receive an email from OCC Security Processing?

Answer: Typically, an email will be sent to the candidate within 1 business day of receipt of PIV information. This time frame may vary.

40. Are we required to send a detailed resume for only one person designated as “key personnel,” that person being the “main point of contact for the contract” who will manage task order awards on our behalf?

Answer: Offerors are required to provide a detailed resume for one person, the contractor employee that will manage performance and serve as the main point of contact.

41. Are there other key personnel for whom resumes are required?

Answer: There are no other key personnel for which resumes are required.

42. Section G.2 mentions that Key Personnel are TBD. Please specify, which are the key personnel for this contract, how many key personnel must be named, and are resumes required for each named key person?

Answer: The key personnel reference on page 15 is a clause that will be completed with the name and position title of the proposed key personnel at the award of the IDIQ contract.

43. There is a data mismatch regarding the PPQs in the PWS. Page #40 c) VOLUME I – Past Performance states that “The Offeror shall instruct them to forward the completed questionnaire via email to Rodney.McNeil@occ.treas.gov by the due date established for receipt of quotations.” And ATTACHMENT 3: PAST PERFORMANCE QUESTIONNAIRE states that “Please complete the following questionnaire and return it to Rodney McNeil at TempServicesProposals@occ.treas.gov no later than Tuesday, August 25, 2015 at 3:00 PM Eastern Time.”

Please provide the correct email address to send the PPQs.

Answer: The correct email address for Past Performance Questionnaire responses is TempServicesProposals@occ.treas.gov. The solicitation is corrected to reflect this clarification.

44. As a result of the uncertainty about which email address should be used by our references to submit their Past Performance Questionnaires, will you extend the due date one week, to 9/1/2015, so that we can assure all references are received at the correct location in a timely manner?

Answer: The Contracting Officer has discretion to review late questionnaire responses.

45. How many delivery order contracts will be awarded?

Answer: The OCC anticipates the award of two (2) IDIQ contracts as a result of this solicitation.

46. Which company is currently providing temporary staffing services for the OCC

Answer: 1st Choice Staffing and Aspen of DC are currently providing temporary service support to the OCC.

47. Is the 15 page limit specifically for the entire (Volume I and II) or just limited for Volume I?

Answer: The page limit applies to the entire proposal (Volumes 1 and II, combined).

48. Is the PP Narrative included in the 15 page count for Volume I?

Answer: The past performance narrative is included in the page limitation. The page limitation is revised from 15 pages to 17 pages.

49. In PART I: Section C, page 4, the government mentions that OCC has 5 employees located in London, England. Does the government anticipate that temporary contract labor support will be needed in this OCONUS location?

Answer: Support for locations outside the contiguous United States is not within the scope of this contract.

50. Does the government intend for pricing to be based off of the one WD supplied with the RFP?

Answer: Pricing should account for the required labor rates identified in the attached Wage Determination.

51. Will the government please provide the Wage Determinations for all locations listed in Attachment 1?

Answer: Wage Determination 05-2103 is the only Wage Determination that will be incorporated into the contract. Wage Determinations for other locations can be found at www.wdol.gov.

52. Will one hourly rate be used for all locations, or will we need to submit separate pricing for each location listed in Attachment 1?

Answer: Yes, one hourly rate will be used for all locations.

53. The RFP states that personnel must pass and maintain security clearance. Will the contractor’s personnel require a security clearance or just a HSPD-12 background check?

Answer: The reference to the security clearance on page 6 of the solicitation is misstated. The positions do not require a security clearance. However, the positions do require the ability to pass a background investigation.

54. This section states “The proposal, which is not to exceed 15 pages, shall contain and transmittal letter and two separate volumes—Volume I: Technical Approach and Management Plan, and Volume II: Price.” Does the NTE 15 page limit include the transmittal letter, Vol I—Technical, Management and Past Performance and Vol II?

55. Does the government anticipate any security or clearance requirements associated with work or any of the anticipated work locations/facilities?

Answer: The reference to the security clearance on page 6 of the solicitation is misstated. The positions do not require a security clearance. However, the positions do require the ability to pass a background investigation.

56. Will the contractor be required to respond to every task order issued under the IDIQ?

Awarded contractors who do not respond timely, or at all, will not be considered for the requested task.

57. Does the government have an established minimum number of labor hours per TO? If not, does the government intend to utilize this IDIQ to employ temporary support for very short term assignments (under 160 hours)?

Answer: The Government does not have an established minimum number of labor hour per task order. Some of the assignments will require less than 160 hours, while others will require more than 160 hours of work. The period of performance will be specified in each task order solicitation, after the IDIQs are awarded. ;
