About this file

This document is a Question and Answer (Q&A) regarding a Request for Qualifications (RFQ) for Continuing Contracts for Building Commissioning Services State-Wide issued by the State of Florida. The RFQ is seeking qualified firms to provide on-call, multiple vendor building commissioning services across the state. The RFQ allows for the use of sub-consultants to fulfill requirements such as experienced control technicians for mechanical systems commissioning. The RFQ provides clarification on the acceptable version of forms to be used, such as the GSA Standard Form 330 and the AE12 form. It also confirms that previous work experience of proposed key staff can be included in the Individual Experience (IE) for the submission, and that the required registered professional engineer must be on the firm's staff.

The Q&A also indicates that there are no insurance requirements for the continuing contract, and that insurance will be requested when the firm is activated for a specific project. The RFQ is seeking state-wide building commissioning services, with the contracts covering multiple jurisdictions including Leon County and the City of Tallahassee.

1 Is this project going to be an on-call, multiple vendor award? Yes

Section 2 bullet #3 (p. 2) of this RFQ lists:

“Experienced control technicians available for mechanical systems commissioning.” Please confirm that we can contract with 2nd tier (sub-consultant) controls contractors to provide this service as required for the specific project being commissioned.

If a subcontractor is needed to fufill this requirement, please state this in the response.

Section 8, Item 2: States to use “Form AE12-Rev 10/2020”; however, the form available on the DMS website is “REV 09/2021” – is this acceptable?

Please use the latest version.

Section 8, Item 6: States to use “GSA Standard Form 330 (Rev 8/2016)”; however, the form available on the GSA website is “REV 7/2021” – is this acceptable?

Please use the latest version.

Can previous work include that which a current employee (and key member of the proposed DMS project team) performed under another entity or prior employer?

It may be included in Individual Experience (IE) for the submission.

For our resource planning purposes, there is reference to “a registered professional engineer on staff who will be directly involved in the commissioning activities”…must this be one of our full time employees/partners or can it include one of our exclusive subcontract/strategic partners?

The RFQ requires the registered professional engineer to be on staff.

In review of the RFSQ, I was not able to find any information regarding the Insurance requirements or the required attachment forms.

Would you be able to assist me with the information?

There are no insurance requirements for a continuing contract. Insurance will be requested and provided when the firm is activated for a project.

The AE12a-Rev 10/2020 form appears to not be available on the DMS website; however, the 9/2021 revision is available. Will this version work to meet this requirement?
