Limited Sources Justification Enterprise Services Office of Acquisition
1401 Constitution Avenue NW Washington, D.C. 20230
(1) Identification of the agency and the contracting activity:
Program Office: Department of Commerce Office of Financial Management
1401 Constitution Ave, NW
Contracting Activity: Department of Commerce Enterprise Services - Acquisition
1401 Constitution Ave, NW
(2) Nature and/or description of the action being approved:
The Department of Commerce (DOC), Office of Financial Management (OFM), helps lead all activities for the Chief Financial Officer (CFO)/Assistant Secretary for Administration (ASA), and provides direction for all administrative initiatives on behalf of the DOC bureaus. The OFM/CBS Solutions Center (CSC) is responsible for leading these activities, and specifically for coordinating the Commerce Business Systems (CBS) program and maintaining the CBS/Core Financial System (CFS) application software and applicable interfaces; as well as all Department of Transportation/Federal Aviation Administration/Enterprise Services Center (DOT/FAA/ESC) initiatives, and related bureau customer support activities.
The OFM/CSC is responsible for maintaining the CBS suite of software and applicable interfaces. The CBS interfaces with the Commerce Acquisition System (CACI’s C.Suite COTS product), the National Finance Center (NFC) Payroll System, and the Automated Standard Application for Payments (ASAP).
The CFS is a customized Commercial Off-The-Shelf (COTS) application, providing financial management and accounting capabilities which support 13 of the 14 DOC bureaus.
Contract SB1341-16-NC-0286 was awarded to Accenture (base with four option periods) to support these services. During the time of award in 2016, NIST was the servicing acquisition office. However, DOC Enterprise Services took over the servicing responsibilities in 2019 which resulted in a new contract number, 1331L519F13OS0488.
The agency plans to enter into a contract in a manner other than full and open competition with Accenture Federal Services LLC on the basis that in the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order. This contract action is for services that will be phased out as independent actions and integrated into the Department of Commerce’s comprehensive Business Application Solutions (BAS) contract. The period of performance for this action shall include a base year, three (3) one-year option periods, and a six (6) month optional extension period.
The estimated dollar amount for the proposed contract is $49,698,644.18.
(3) A description of the supplies or services required to meet the agency's needs:
The Government requires these services in order to meet the objectives of the CSC and support the OFM/CSC responsibility for maintaining and modernizing the CBS/CFS application software and applicable interfaces, as well as all related CFO/ASA customer support activities. These critical services include ongoing core financial and administrative system upgrades, technology upgrades and migrations, application system and software-as-a-service implementations, technology strategy and feasibility analyses, software integration and interface activities, change management, program and project management, talent and organizational design, finance and enterprise performance management, analytics, digital and customer service, IT strategy, systems integration, infrastructure and cyber security, and other technology implementations. Accenture currently performs these services as outlined below:

Those activities include developing strategies, conducting customer relationship management, providing finance and performance management expertise, conducting business process analysis and re-engineering, implementing new business process and organizational designs, supporting ongoing risk management activities, and providing staff and other organizational activities.

Software Development, Testing, and Maintenance Provides a wide range of software development, testing, and maintenance in support of financial management and IT initiatives identified by the Department. These initiatives include CBS system components and interfaces, as well as existing and high-level initiatives identified as part of the CFO/ASA’s ongoing support of DOC and bureau financial and IT initiatives. Examples of high-level initiatives includes the Department’s travel management system (ETS2), GSA’s SmartPay3, and on-going maintenance and support of the Office of Human Resource Management’s (OHRM) General Support Systems (GSS): Performance Payout System (PPS), Automated Classification System (ACS), Executive Resource Information System (Senior Executive Service End of the Year and Top Level, Honor Award Nominee System), the Commerce Learning Center Staging Database, and the Hiring Management System. Also included is the interface between the Relocation System and CBS, ongoing maintenance and support of the Visa/Passport system, and database administration of the Department’s Time and Attendance (WebTA) system.
Security Assessment and Authorization Support Supports OFM/CSC management in developing governance and management procedures related to the oversight of security and Assessment and Authorization (A&A) activities related to CBS, Hyperion and EAS systems across the Department and in the implementation of those procedures. Additional activities include continuous monitoring, security support, and Information System Security Officer (ISSO) responsibilities.
Data Extraction and Reporting Supports the design, development, implementation and ongoing support of new data extraction and reporting routines as required by the Department. Activities include detailed mapping of data elements, performing standardization and business process changes, developing solution architecture and developing, testing, and deploying new data extraction and reporting routines. Accenture provides continuous support for the tasks outlined for the Department’s Digital Accountability and Transparency Act (DATA Act), which includes the generation and submission of DATA Act submissions to Treasury, and coordination of any required corrective actions within the DOC broker or at DOC Bureau source systems as necessary.
The performance of this contract does not include inherently governmental functions or personal services.
The base period value of this action is estimated to be $12,205,995.80 with an estimated contract term of up to 4 years and 6 months (base plus options) for a total estimated value of $49,698,644.18.
(4) An identification of the statutory authority permitting other than full and open competition:
The statutory authority permitting other than full and open competition is FAR 8.405-6(a)(1)(i)(C).
(5) A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited:
Accenture Federal Services is the incumbent contractor offering support for the Agency’s current CBS support contract. Accenture has amassed an expertise in all aspects of the CBS/CFS Program and is uniquely qualified to continue supporting the CBS/CFS until the work is eventually transitioned to the BAS contract, which is anticipated to be finalized in 2025. Accenture’s personnel have developed robust institutional knowledge upon which the Program relies on a regular basis. There has been minimal turnover among the incumbent's personnel assigned to all support tasks, resulting in a highly skilled group dedicated to supporting the OFM/CSC mission and integrated into Program team efforts. Accenture has consistently met or exceeded Program support requirements and stayed within or below its approved cost projections each year of its support to the Program. Accenture’s experience and knowledge of many inter-related requirements and dependent tasks that are ongoing in the Program and being conducted is critical to successfully supporting the CFS implementation to the BAS contract.
Accenture has intimate knowledge of CBS Core Financial System, technical, and operational environment due to the unique and specialized nature of the ongoing work. Due to their knowledge of the current highly customized code, Accenture is able to recommend specific settings, changes, and interfaces quickly and efficiently to maximize Commerce's CBS environment to best meet DOC's business needs. Due to this unique knowledge, they are able to anticipate growing needs and identify requirements or changes in a cost-effective manner, consistent with other DOC initiatives; and to suggest methods for performing the work more economically and efficiently. In addition, their long history of the CFS has provided them with a deep corporate knowledge of DOC's operations and history, enabling them to identify, understand and resolve any issues in a timely manner .
(6) A determination that the order represents a best value consistent with FAR 8.404(d):
GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable.
Accordingly, by placing this order against a schedule contract using the procedures in 8.405, it has been concluded that the order represents the best value.
(7) A description of the market research conducted among Schedule holders and the results or a statement of the reason market research was not conducted:
Historical information and past market research had demonstrated that no other contractor could provide the level of detail and technical excellence needed to continue with this requirement until incorporation into the BAS contract.
Based on the above information, it is determined to be in the Government’s best interest to acquire CBS support services in accordance with the findings above. I certify this justification is accurate and complete to the best of my knowledge and belief.
