About this file

This document is a Request for Information (RFI) from the Air and Marine Operations (AMO) regarding a sensor/radar solution for addressing UAS (Unmanned Aerial Systems) threats. The RFI indicates the government's planning estimate is that the sensor/radar component should cost less than $5M, and they are considering solutions for fixed, mobile, and redeployable platforms. AMO is interested in ingesting existing data standards and evolving their data exchange network to integrate various data types into their Command and Control (C2) system.

Key details include AMO's intention to address non-cooperative, non-emitting threats, and an invitation for responders to submit recommendations in a Section 3.1 White Paper. The government will not provide a standard interface control document at this time, with relevant standards to be made available during the solicitation. The submission deadline is firm, with no extensions contemplated, and respondents are encouraged to address data standards, enhanced capabilities, and potential integration approaches for detecting and mitigating UAS threats across different operational environments.

Question Response

The RFI states, “The program’s expectation is the proposed solution will include a sensor/radar that costs less than $5M each.”

Will the Government please clarify if the Government expectation is the proposed solution, in its entirety should be less than $5M, or if the expectation is that the sensor/radar component of the solution is less than $5M?

It is the Government's planning estimate that the sensor/radar component of the solution will be less than $5M.

Q: Is this RFI focused solely on AMOSS integration of the h/w solution? Or is AMO open to other means of data exchange/integration to address the dark UAS threat? E.g., focused on regional AORs perhaps. Also, will this same enhanced detect capability be used to enable BVLOS for (small) blue UAS operated by BP?

AMO is interested in ingesting existing standards for sensor data types. It is our intentions to evolve our data exchange network to allow all data types to be integrated into our C2 system.

We invite responders to address data standards and enhanced capabilities in the Section 3.1 White Paper.

At the time, there was not a conop for addressing the non cooperative, non-emitting threat. Curious if you can share if AMOC will be taking on that role from March.

AMO's Concept of Operations does address the non-cooperative, non-emitting threat.

We invite responders to use their RFI submission as an opportunity to make recommendations or address concerns toward development of the plan.

Will the government consider a two week extension to Thursday September 12, 2025?

No extension to the submission due date is contemplated at this time.

Does the government intend to provide a standard interface control document?

Reference: Section 3.1 Mission Planning, Questions B & G, Page 7

The Government does not intend to distribute the standard interface control document at this time. All relevant standards and interface formats will be made available at the time of the solicitation.

We are assuming the government is considering fixed, mobile, and redeployable platforms for initial deployments. Is this correct? Reference Section 2.1 and 3.2.3 Platform, pages 4 and 10

The Government is considering all submissions for fixed, mobile, and redeployable platforms solutions.
