About this file
This is a Draft Statement of Work (SOW) for CBP USBP Land Mobile Radio (LMR) Infrastructure and Services, dated June 11, 2026, with a 36-month period of performance. The Government seeks comprehensive modernization and enhancement of LMR network infrastructure and critical communications systems across multiple Border Patrol Sectors, including Buffalo, Del Rio, Detroit, El Centro, El Paso, Grand Forks, Havre, Houlton, Rio Grande Valley, San Diego, Swanton, Tucson, and Yuma.
The contract is structured as a firm fixed price task order covering four primary capability areas: (1) Technical Radio Refresh for El Centro and San Diego Sectors, including equipment replacement (GTR 8000 repeaters, GPW 8000 receivers, GRV 8000 comparators), RF subsystem upgrades with factory-tuned duplexers, IP network upgrades with latest-generation Cisco routers, firmware and software upgrades to version 2025.HS, site surveys with line sweep testing, system staging at NLECC, transition/cutover planning, optimization, and 30-day burn-in testing; (2) Coverage Enhancement for Del Rio (five new sites), Rio Grande Valley/Padre Island (five sites with geotechnical and environmental considerations), and San Diego (14 new greenfield solar modular communication sites plus equipment at 29 sites) with microwave backhaul, off-grid solar power systems, and drive-test validation; (3) Solar Site, Batteries, and Generator Upgrades including replacement of over 1,300 degraded batteries across 76 critical sites, eight emergency backup generators, 19 Sageon DC bus battery backup systems, and tower/shelter repairs at multiple locations with third-party vendor assessment; and (4) Other Direct Costs as shared resources including certified tower climbers, CDL truck drivers, field support personnel, bucket truck access, and helicopter support with a Not-To-Exceed dollar amount. The Contractor must identify opportunities to combine and streamline tasks across procurement, installation, maintenance, and logistics. Place of performance includes NLECC Orlando, DSR Ashburn VA, and designated sector locations. No specific response date, award date, or pricing information is provided in this draft document. The SOW requires firm fixed pricing with payment authorized only upon Government acceptance of deliverables verified through site audit and acceptance processes. Standard security clearance requirements apply, including background investigations for personnel requiring access to CBP IT systems or sensitive data.
