About this file

This document is a Request for Proposal (RFP) issued by the U.S. Customs and Border Protection (CBP) for the procurement of 4 untrained canines to support the Field Operations Canine Academy (FOK9) in Front Royal, Virginia. The RFP sets forth the technical requirements, evaluation criteria, and submission instructions for offerors.

The key details are as follows: CBP is seeking small business offerors to provide the required canines, with a preference for those who have successfully delivered canines to CBP in the past. Quotes must be submitted by June 28, 2024, and the Government intends to make a single firm-fixed-price award to the offeror whose quote is most advantageous based on a trade-off of non-price and price factors. The awarded contractor will be required to deliver the canines to El Paso, TX for medical, physical, and behavioral evaluation. Canines that do not meet the stated requirements will not be accepted, and the contractor will be responsible for their return. The estimated Notice to Proceed issuance date is July 5, 2024.
