About this file

This Statement of Objectives (SOO) details the U.S. Army's requirement for a Chemical Biological Mask Equipment Tester (CBMET) Modernization Effort. The Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense seeks an innovative solution to consolidate mask testing capabilities, replacing legacy testers that are becoming obsolete. The project aims to develop a new mask tester that can assess mask fit, serviceability, and performance through multiple testing methods, including drink tube flow, valve leakage, and mask leakage tests.

The procurement will be conducted in two phases, with an anticipated overall performance period of five years. Phase I involves delivering eight prototype mask testers for Tier I testing on face and neck seal respirators, with the government down-selecting to a single offeror. Phase II requires delivering 25 prototype testers for Tier II testing, including environmental and reliability assessments. Key requirements include a unit price not exceeding $55,000, ability to test 12 masks per hour, operational capability across various environmental conditions, and compatibility with current and future CBRN protective masks. First-tier testing is expected to begin in FY26, with second-tier testing anticipated in FY28.

1.0 PROJECT TITLE: JPM CBRN Protection Chemical Biological Mask Equipment Tester (CBMET) Modernization Effort

2.0 BACKGROUND/DESCRIPTION:

The Modernization Individual Protection program on behalf of the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND), Joint Program Manager (JPM) CBRN Protection is seeking innovative solutions to consolidate the mask tester portfolio.

Currently, the services utilize several different mask testers to verify the integrity of their masks and to determine proper fit and performance of the masks. The tests used to verify the integrity of the masks are Drink Tube Flow, Drink Valve Leakage, Mask Leakage, and Outlet Valve Leakage.

In addition, some of the testers can also quantitatively validate the mask’s fit for an M40 series masks, Joint Service General Purpose Masks (JSPGM), or the Joint Service Aircrew Masks. The legacy Army mask leakage testers were initially designed for the M9 and M17 mask systems and eventually adapted for the M20 series and later again adapted for the M40 series of masks. The current generation of mask systems (M50/M51 and M53) have undergone verification testing and have approved procedures set in place for the labs to conduct leakage testing on Army assets.

Some of the currently fielded mask testers are rapidly approaching obsolescence or have already become obsolete due to diminishing manufacturing sources and material shortages (DMSMS). Due to the DMSMS, there is a need for a new mask tester that can test the fit of a mask to a user and assess the serviceability of a mask by testing the drink tube flow, drink valve leakage, mask leakage, and the outlet valve leakage of a mask.

This initiative is needed to modernize tester design, reliability, flexibility and utilize advances in new materials and manufacturing processes into a single solution for testing serviceability, fit and performance of mask systems and to establish a reliable production base that is capable of supporting both low demand and surge conditions. This effort will be conducted in the three (3) phases as described below:

Phase I: Deliver Prototype mask testers to support Government Tier I Testing. Once Tier I

Testing has concluded, the data will be used to down select to a single Offeror with the most promising prototype mask tester.

Phase II: Deliver Prototype mask testers to support Government Tier II Testing.

A CBMET prototype is considered successful upon meeting the thresholds of the project objectives in Section 3.1 or accomplished a particularly favorable or unexpected result justifying the transition to production. In accordance with 10.U.S.C. 4022(f), and upon a determination of a successfully completed solution, any competitively awarded prototype OTA as a result of this Call for Solutions may result in the award of a follow-on production contract or transaction without the use of competitive procedures.

3.0 STATEMENT OF OBJECTIVES (SOO):

This Statement of Objectives seeks an innovative solution for a Mask Tester which can properly assess the fit of a mask to a user and assess the serviceability of a mask by testing the drink tube flow, drink valve leakage, mask leakage, and the outlet valve leakage of a mask.
