U.S. Fish and Wildlife Service USFWS-NWRS-Southeast Region

Requisition No. 0040457329

Purchase Order No. 140F0419P0272

Sole Source Justification

A. Description

This project requires the partnership and contractor (Christian Brothers University) because it is very unique and specialized in nature. It relies on existing data, concurrent research, and resources that only the proposed vendor is able to provide at this time for the nature of the research to be concucted.

B. Justification

a. Circumstances

This award will supplement a larger, collaborative project and provides a unique opportunity to address key science needs of the USFWS NWR System at a fraction of the total project cost due to unique cost-sharing ability (no cost for blood sample collection, duck trials, etc.), technical expertise and experience working with metabolites, and existing resources of the recipient. The recipient is uniquely qualified to address project objectives because they are working with three other collaborators analyzing metabolite data collected through other sponsored projects that will be combined and analyzed to develop and validate a blood metabolite index for ducks. This project is dependent upon the blood samples and data of the recipient. The recipient will leverage existing equipment, personnel, permits, and blood collection and trial costs to complete this project a small fraction of the cost which will result in a substantial cost savings to the government. This is a unique opportunity to partner with multiple universities and collaborators to address NWR science needs using a data-sharing and resource leveraging approach for cost sharing.

b. Other Capable Sources

The applicant is uniquely qualified to perform the activity based on a variety of demonstrable factors such as location; property ownership; existing collaborative research, voluntary support capacity; cost-sharing ability, if applicable; technical expertise; or other such unique qualifications.

c. Barriers to Competition

This is a one-time only contract; however, if additional work arises in the future we will work w/ our contracting office to ensure competitive sources are explored, as appropriate.

C. Recommendation and Certification by Program Office

Based on the above justification, I recommend this acquisition to be conducted using sole source acquisition procedures as specified in FAR Part 13. I hereby certify that this justification is accurate and complete to the best of my knowledge and belief.
