Combined Synopsis/Solicitation for
Catholic Religious Education Coordinator Tyndall AFB, FL 32403
14 June 2023
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotes are being requested from and a written solicitation will not be issued.
The Request for Quote (RFQ) number FA481923QA028 shall be used to reference any written offers provided under the RFQ. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04 released 2 June 2023. This acquisition will be 100% total SMALL BUSINESS SET-ASIDE; the North American industry Classification System (NAICS) code 813110. The business size standards is $11.5 million.
The purpose of this combined synopsis/solicitation is for the acquisition of a Catholic Religious Education Coordinator at Tyndall Air Force Base, Catholic Community. The Catholic Religious Education Coordinator shall oversee the planning and direction of programs developed to promote the religious education of the Tyndall AFB Catholic Community. The service includes, but is not limited to regular scheduling Catholic Religious Education classes and events in collaboration with the Catholic Chaplain/GS Priest. Services are to be performed in accordance with Attachment 1, Performance Work Statement (PWS).

3. FAR Provision 52.212-1, Instructions to Offerors – Commercial Items (MAR 2023) applies to this acquisition and the following addendum applies:
a. GENERAL INFORMATION: To ensure timely and equitable evaluation of offers, vendors must comply with the instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ and evaluation factors. Non-conformance with these instructions may result in an unfavorable evaluation. Failure to meet a PWS or solicitation requirement may result in an offer being ineligible for award.
b. Period of Acceptance of Offers: The offeror agrees to hold the prices firm for 60 days from the date specified for receipt of proposals.
c. Complete the necessary fill-ins and certifications in provisions. Return the provision FAR 52.212-3, Offeror Representations and Certifications -Commercial Items - Commercial Items Alternate I, along with the quote. For other provisions and clauses in the solicitation, the offeror is required to submit the pages that require an offeror fill-in
d. Contractors shall submit questions pertaining to the combined synoposis/solicitation to Yvette Kelly yvette.kelly@us.af.mil and Nelson Kraemer nelson.kraemer@us.af.mil via email by 28 June 2023 1:00 P.M. Central. In event issues pertaining to the combined/synopsis/solicitation cannot be resolved to the satisfaction of the contracting officer; the contracting officer reserves the right to withdraw or cancel the combined synopsis/solicitation requirement at no additional cost to the government.
e. A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
f. The Government reserves the right to award without discussion. If the Government decides to enter into discussions, you will be notified.
g. All firms must be registered in the System for Award Management (SAM) database at (www.sam.gov ) in order to be considered for award. Prospective awardees shall be registered in the System for Award Management (SAM) prior to award, during performance, and through final payment of a contract agreement, IAW FAR 52.204-7, mailto:yvette.kelly@us.af.mil mailto:nelson.kraemer@us.af.mil
System for Award Management. Also, IAW FAR 52.204-13, System for Award Management Maintenance; a contractor is responsible for the accuracy and completeness of the data within the SAM database and is required to review and update their SAM registration on an annual basis.
h. It is the Government’s intent to award without discussions. Therefore, each RFQ should contain the vendor’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if the Contracting Officer (CO) determines that discussions are necessary.

4. The provision at FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition.
Addendum to this provision is as follows:
a. BASIS FOR CONTRACT AWARD: The quotes will be evaluated and awarded per the prescribed procedures of FAR Part 13. In accordance with FAR 13.1, the Government will utilize subjective comparative analysis, and give preliminary consideration to all timely quotes received in response to this solicitation. The Government will then use best value method to determine the awardee and shall award to the quoter who's deemed to provide best value in terms of price and technical capability. The Government may issue an award to other than the quoter with the lowest price, however price will always be an important factor. Therefore, vendors are encouraged to ensure that initial proposal contains the best terms from a both a price and technical standpoint. The Government intends to make an award without conducting exchanges with vendors after the close of the solicitation. However, the Government reserves the right to enter into exchanges with all, some, or none of the offers at any time during the evaluation period if deemed in the best interests of the Government to do so.
b. Evaluation Factors: The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

c. Price: The Government may use any of the following price analysis techniques IAW FAR 13.106- 3(a) to determine price reasonableness. A price is reasonable if, in its nature and amount does not exceed that which would be incurred by a prudent person in the conduct of competitive business. It is expected that price reasonableness will be determined based on the comparison of each vendor's price.
i. The vendor's Price will be evaluated based on the total evaluated price (TEP), which will becalculated as the sum of the following Firm-Fixed Price (FFP) extended prices: CLINs 0001, 1001 and 2001
ii. Additionally, for the purposes of calculating the TEP only, the Government will take the offeror's highest proposed unit price for CLINs X001, and multiply it by 6 to account for the 6 months of extended services authorized under FAR Clause 52.217-8 Option to Extend Services. In the event of an extension under this clause, it will be exercised at the prices of the prior contract year. This 6 month extension will not be included in the initial awarded contract or the total contract value.
iii. Quotes will be reviewed for price reasonableness. A price is reasonable if, in its nature and amount does not exceed that which would be incurred by a prudent person in the conduct of competitive business. It is expected that price reasonableness will be determined based on the comparison of each vendor's total evaluated price (TEP).
d. Technical: The quotes shall adequately identify a sufficient understanding of the requirement as documented in the PWS through their proposed approach to Provide Religious Education Coordinator for the Catholic Service at Tyndall AFB Chapel.
e. Education and Experience:
i. Have at least two years of RE teaching experience in a Catholic Parish and/or military Catholic community.
ii. Have two years’ experience in RE coordination or an equivalent position in a Catholic Community. Reference letter is required from a religious leader or equivalent to verify experience.
iii. Have a RE Certificate as catechist and coordinator with the AMS. Complete all Safe Environment / Teaching Prevention training required by the Diocese of Pensacola- Tallahassee and the AMS. Required courses are “Recognize, Report & Prevent ChildAbuse” and “Detecting Predators” available at www.shieldthevulnerable.org or other courses identified by the AMS. The certificate should be provided in bid package for position.
5. Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Products and Commercial Services, with its offer.
6. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Products and Commercial Services, applies to this acquisition.

(1) Means any equipment or interconnected system or subsystem of equipment, used in the automatic acquisition, storage, analysis, evaluation, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information by the executive agency, if the equipment is used by the executive agency directly or is used by a contractor under a contract with the executive agency that requires the use—
(i) Of that equipment; or
(ii) Of that equipment to a significant extent in the performance of a service or the furnishing of a product;
(2) Includes computers, ancillary equipment (including imaging peripherals, input, output, and storage devices necessary for security and surveillance), peripheral equipment designed to be controlled by the central processing unit of a computer, software, firmware and similar procedures, services (including support services), and related resources; but
(3) Does not include any equipment acquired by a Federal contractor incidental to a Federal contract.
(b) Prohibition. Section 102 of Division R of the Consolidated Appropriations Act, 2023 (Pub. L. 117- 328), the No TikTok on Government Devices Act, and its implementing guidance under Office of Management and Budget (OMB) Memorandum M-23-13, dated February 27, 2023, “No TikTok on Government Devices” Implementation Guidance, collectively prohibit the presence or use of a covered application on executive agency information technology, including certain equipment used by Federal contractors. The Contractor is prohibited from having or using a covered application on any information technology owned or managed by the Government, or on any information technology used or provided by the Contractor under this contract, including equipment provided by the Contractor’s employees; however, this prohibition does not apply if the Contracting Officer provides written notification to the Contractor that an exception has been granted in accordance with OMB Memorandum M-23-13.
(c) Subcontracts. The Contractor shall insert the substance of this clause, including this paragraph (c), in all subcontracts, including subcontracts for the acquisition of commercial products or commercial services.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 day of contract expiration.

(a) The Government may extend the term of this contract by written notice to the Contractor within 20 days;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 42 Months.

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (Jan 2023)
(a) Definitions. As used in this clause-
"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.
"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.
"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall-
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items-
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.
