Performance Work Statement Catholic Religious Education Coordinator
22 February 2024
Section 1 - INTRODUCTION:
1.1. Purpose: The purpose of this Performance Work Statement (PWS) is to obtain a Catholic Religious Education Coordinator for the Chaplain Corps Team at Buckley Space Force Base, Colorado. The position requires, on average, 25 hours a week but the exact work schedule is to be arranged with the Space Base Delta 2 Delta Chaplain (SBD 2/HC), and/or designee, and may be adjusted to meet mission requirements.
Work in this Performance Work Statement must be completed before submitting for pay in Wide Area Work Flow (WAWF).
1.2. Organizational Location: Buckley Chapel, Space Base Delta 2, 16401 E A-Basin Ave. Buckley SFB, CO 80011-9509.
1.3. Scope of Responsibilities: This PWS addresses a series of qualifications, responsibilities, and actions necessary to provide Religious Education (RE) for the Buckley SFB Catholic Community. The Catholic Religious Education Coordinator will provide quality religious education for children and adults of all ages to meet the mission and objectives of the United States Air Force Chaplain Corps, Buckley SFB, Catholic Chapel Program as described in Department of the Air Force Instructions (DAFI) and Policy Directives (DAFPD), including but not limited to:

The contractor will comply with any new updates and/or amendments to the applicable Department of the Air Force instructions and directives. The contractor works under the supervision of the Delta Chaplain and/or his/her designee in cooperation with the contract Catholic Priest, and other staff members. The contractor is primarily responsible for planning, organizing, and coordinating the Catholic Religious Education (RE) program for children and adults. This may also include single service members residing in the dorms on Buckley SFB. This may include Catholic retreats, preparation for baptism, confirmation, etc., and supervising all Catholic RE, for the Catholic Community.
Contractor will be responsible for planning and supervising other RE programming, including adult education, as deemed necessary in coordination with the Delta Chaplain or designee, and the Buckley Chapel’s Catholic Priest. Areas may include special Ecumenical and Catholic community activities, parish registration and record keeping, liturgical ministry schedules, and other Catholic Community related activities as approved by the Delta Chaplain.
1.4. Qualifications:
1.4.1. At a minimum: ordination or certification through the Archdiocese for Military Services is required (the Contractor is responsible for any certification or ordination costs).
1.4.2. At least five years of experience in youth or children’s ministry, religious education or similar work. Candidates will provide evidence of appropriate competence via a résumé. Candidates will also provide academic, work-related references documenting past work performance and character. Previous experience as a Catholic Religious Education Coordinator is a must.
1.4.3. Must demonstrate ability to fulfill all duties listed in this Performance Work Statement (PWS).
1.4.4. Prior experience working with children (infant to 18 years old) in a group setting.
1.4.5. Possess a strong knowledge and ability to articulate tenets of Catholic faith, practice, liturgy, and traditions.
1.4.6. Ability to perform the required services with little to no direction.
1.4.7. Must work in cooperation with Chaplain Corps leadership, other contractors, parishioners, and volunteers.
1.4.8. Must be able to work in a pluralistic environment (see 1.5.1. for definition) which is not a normal requirement in local churches.
1.4.9. Must have basic computer skills including the use of Microsoft Windows and Microsoft Office programs.
1.4.10. Must be able to conduct administrative requirements in verbal and written clarity using English as the primary language and clearly communicate in English.
1.4.11. Applicant is subject to a personal background check. Mandatory disqualifying criteria include any conviction of sexual offense, a drug felony, a violent crime, or a criminal offense involving a child or children.
1.4.12. Background Check: Working with children is a required capability for this contract. Contractor will agree to undergo a complete background check in accordance with DODI 1402.5 and applicable Air Force Instructions.
1.4.12.1. In accordance with DODI 1402.5 paragraph E6.4.1.4 the contractor may NOT begin work before the completion of a favorably adjudicated background check.
1.4.12.2. In accordance with DODI 1402.5 paragraph E6.6.2 payment of the background check is the responsibility of the requesting Service or agency (e.g., Buckley SFB chapel).
1.4.12.3. Vendors bidding for this contract must include the cost of the background check within their quote.
1.4.13. National Accreditation Check: In order for the contractor to use the base network, he or she will complete all the paperwork and forms necessary for a National Accreditation Check. The cost of the check will be paid for by the government. The contractor shall also complete the Informational Awareness Training, including passing a final test, within three (3) days of starting the position. Contractor must comply with applicable DoD, DAF and local requirements for base and network access.
1.5. Definitions: The following definitions are provided for clarification of terms in this
PWS:
1.5.1. Pluralistic: The existence of different ethnic, religious, or political backgrounds within one society/community.
1.5.2. Catholic Service Funds or Chapel Tithes and Offerings (CTOF): Voluntary offerings, contributions, and other non-appropriated assets of the Catholic Community at Buckley SFB.
1.5.3. Catholic Community at Buckley SFB: All eligible personnel, as defined in AFI 52- 101, including: Military members and dependents on Buckley SFB, as well as Catholic retirees, civilian employees of Buckley SFB, and families who use the services of the Buckley Chapel (hereafter referred to as “The Catholic Community”).
1.5.4. Volunteers: Those who serve the mission requirements of The Catholic Community without benefit of pay. They include but are not limited to, religious education teachers, fellowship coordinators, ushers, counters, and liturgical ministers.
Section 2 - DUTIES:
2.1. Primary Responsibilities:
1.1. 2.1.1. Work with the Deputy Delta Chaplain (or designee) and the Catholic Priest to prepare and present to the Delta Chaplain for approval, an annual budget for the Chapel Tithes & Offering Funds at least 6 months out; plan and order curriculum at least 3 months out; and plan and publicize a calendar of events 3-6 months out pending the events, such as Holy Days of Obligation.
2.1.2. Provide classes for non-Catholics who wish to be baptized or enter into full communion of the Catholic Church. Timing and frequency of classes shall be coordinated with the Delta Chaplain or his/her designee and Contracted Catholic Priest.
2.1.3. Ensure that religious instructions for adults, youth, and children, in accordance with the teachings of the Roman Catholic Church, are provided on an individual or group basis appropriate for all ages.
2.1.4. Recruit teachers, teacher aids, and volunteers (i.e., song leader, craft coordinator, snack coordinator, etc.) for Religious Education (RE) program. Also be prepared to lead RE classes during volunteer shortages.
2.1.5. Work with NCOIC, Religious Affairs or his/her designee to ensure teachers or substitutes have a secured background check and are cleared to work with children 17 years of age and younger; are properly trained, equipped, and present to teach/lead all scheduled classes. Oversee and secure Chapel facility before, during, and after Catholic RE programs.
2.1.6. Enroll and keep records of all Catholic RE students. Attendance figures will be turned into the NCOIC, Chapel Operations or his/her designee to validate attendance and ensure accurate record keeping for AFCCARS on a weekly occurrence.
2.1.7. Acquire and maintain all supplies and resources necessary for running the Catholic RE program to include Adult Bible Studies and Events, children’s church programs, and other religious education programs as applicable. This includes filling out either/or both the Appropriated Funds request or the Chapel Tithes & Offering Funds request to ensure purchases are made on time.
2.1.8. Within the first month of being hired the contractor will submit to the Delta Chaplain and/or his/her designee and the Contract Priest a list of at least two (2) qualified substitutes for approval in case of an emergency or planned absence. The substitute will be compensated by the contractor.
2.1.8.1. Ensure a substitute with at least equal qualifications listed in 1.4 is provided.
2.1.8.2. Buckley Chapel’s Catholic Priest and/or Deputy Delta Chaplain must be notified by contractor or substitute of a planned absence, at least two (2) weeks in advance.
2.1.8.3. Substitutes will be required to attend all previously scheduled Catholic RE events in the absence of the Catholic RE Coordinator.
2.1.9. Complete facility requests, as required, to reserve chapel facilities IAW local Chapel policies and operating instructions. When completing facility requests, all facility requests must be approved by the Delta Chaplain or his/her designee before assuming space has reserved for Catholic activities.
2.1.10. Contractor is responsible for all set up prior to the events, clean-up following events and ensuring security of the Chapel facility as outlined in the current Facility Use Guidelines.
2.1.11. Coordinate with the NCOIC, Religious Affairs or his/her designee in initiating and maintaining annual background checks on all teachers, substitute teachers, and helpers 18 years of age or older.
2.1.12. Develop, execute, oversee, and record the entire Catholic RE Program by coordinating Catholic children’s and adult programs and events. This could include single service members residing in the dorms on Buckley Space Force Base.
2.1.13. Contractor will be present at the Catholic RE facility when classes are in session, to provide for the administrative needs of students, teachers, and parents.
2.1.14. The primary location for this contract is the Buckley Chapel. Contractor must receive approval from the Delta Chaplain (or designee) before altering work schedule or location.
2.1.15. Attend staff meetings and Catholic Parish Council meetings as required by Delta Chaplain.
2.1.16. Contractor will set and maintain published office hours, on average, 25 hours a week but the exact work schedule is to be arranged with the Delta Chaplain (or designee) in coordination with the Catholic Priest, and may be adjusted to meet mission requirements. The work schedule will include any meetings, training, purchasing of supplies, office hours, and programming where attendance is necessary to completing duties in this PWS to include special liturgies. The set and published office hours will be approved by the Delta Chaplain or his/her designee.
Special liturgies include but are not limited to: memorial masses, funeral liturgies, combined services, faith specific holidays, and occasional support for special events.
These special liturgies could occur on any day of the week, both weekends and weekdays.
Normal Chapel workdays are Monday through Friday except US Federal Holidays and family days. Hours of operation for Chapel staff are from 0730 to 1630 Monday through Friday.
Regular meetings will not be held during the below US official holidays. Federal holidays include:

2.1.17. Provide classes including, but not limited to: the creed, sacraments, scripture, RCIA process, and Catholic mystagogy.
2.1.18. Provide liturgical rites in accordance with The Rite of Christian Initiation for Adults (RCIA), as needed.
2.1.19. Provide parental baptism preparation classes for parents wishing to have a child baptized. Provide appropriate formation and education in the preparation of reception of the sacraments of Eucharist, Confirmation, Penance, and Marriage.
Section 3 - GENERAL INFORMATION:
3.1. Period of Performance: Contract period is the base plus four (4) renewable option years (12 months) at the discretion of the government. At the discretion of the contracting officer, this contract may be extended for six (6) months upon giving contractor notice any time within 30 days of contract expiration date.
3.2. Appearance and Conduct: Maintain a neat, clean, and well-groomed professional appearance and conduct in a business-like manner. Able to work in a religiously pluralistic environment and have a willingness to work with people of diverse faith expressions. Must preserve any confidential issues seen or heard within the Chapel staff or facilities.
3.3. Rates of Pay: The contractor shall submit a monthly invoice via Wide Area Work Flow (WAWF) for services rendered. The Delta Chaplain or his/her designated representative will verify the invoice and approve it for payment within five (5) days via the WAWF System.
3.4. Invoice: Contractor shall be required to invoice through the WAWF system at https://wawf.eb.mil. More information regarding WAWF will be provided upon contract award or by contacting the Contracting Office. The contractor must have current registration through the System for Award Management (SAM), www.sam.gov.
3.5. Materials and Equipment: The government will provide all necessary equipment, supplies and materials mutually agreed upon for the fulfillment of this contract.
Requests for supplies/equipment are processed according to procedures established by the Delta Chaplain.
3.6. Governing Guidance: Government guidance comes from USAF/HC, HQ USSF/HC, SpOC/HC, and other DoD, AF and Chapel governmental directives, policies, instructions as applicable.
3.7 Pass and Identification. The contractor shall ensure the pass and identification items (valid driver’s license, current vehicle registration, and current insurance) required for the contract performance is obtained for employees and non-government owned vehicles with the Buckley SFB Security Office/Visitors Center.
3.8 Visit Authorization: Once hired, before the first arrival of the first duty day, the contractor must e-mail an Entry Authorization List (EAL) to 460 CONF/PKB no later than three (3) days prior to start, listing their full name and company name of all individuals who will be visiting the installation. The EAL must provide the purpose of the visit, the date, and a Point of Contact (POC). The Buckley Visitor Control Center hours of operation are Monday – Friday, 6:30 AM to 4:30 PM. Access to Buckley SFB before the first day must be obtained during these hours. Upon receipt, the EAL will be given to the Buckley SFB Security Office/Visitors Center for issuance of a Visitor/Vehicle Pass.
3.9 Disposition of EAL: Upon receipt, the EAL will be given to the Buckley SFB Security Office/Visitors Center for issuance of a Visitor/Vehicle Pass.
