About this file

This file is an overhaul description for AC electrical motors used in Coast Guard vessels. The document specifies requirements for overhauling Marathon 40 HP, 3600 RPM, 3-phase alternating current motors (stock number 6105-01-516-1889, new part number M729-IEEE45 replacing M829-IEEE45) that operate auxiliary salt water pumps on WMEC 270 Class vessels. The overhaul must be completed in accordance with Surface Forces Logistics Center Standard Specification 3020 and includes comprehensive motor restoration, exterior preparation with SSPC-SP-3 surface cleaning, application of high build epoxy primer (5.0-6.0 mils DFT) and MIL-PRF-24635 silicone alkyd enamel finish coat (2-3 mils DFT) in Grey color 26307.

The contractor must provide extensive preservation and packaging requirements including protective heat-sealable bagging per MIL-PRF-131K with desiccant, individual wooden container packaging with secure bolting to skid bases, and specific marking requirements including stock numbers, part numbers, and Coast Guard SFLC material designation. The motors require bar coding per USCG-SFLC Specification D-000-0100 and come with a 90-day warranty against defects after installation for up to two years after delivery. Recommended sources include American Electric Motor Corporation, Electronic Machine Parts LLC, and Dresser-Rand Company. The cost estimate not to exceed is $8,722.89, with government acceptance occurring at destination contingent upon verification of completeness, correctness, and compliance with all preservation and packaging requirements.

ASTM International (ASTM) D3951, Dated 5/1/2018, Standard Practice for Commercial Packaging The Society for Protective Coatings (SSPC) Surface Preparation Specification No.3 (SSPC-SP 3), 1/3/2018, Power Tool Cleaning.

MIL-PRF-81309H dated 17/18/2018, type 2, class 1 or 2, Corrosion preventive compounds, water displacing, ultra-thin film.

MIL-PRF-24635F, Dated 4/21/2020, Coating System, Weather Resistant, Exterior Use.

MIL-D-3464E dated 04/1987- Desiccants, Activiated, Bagged, Packaging use and static dehumidification.

MIL-PRF-131K Type 1, dated 8/18/2005- Barrier materials, water vapor proof, greaseproof, flexible, heat sealable.

3.0 Requirements

3.1 The contractor shall complete the motor overhaul IAW: SFLC Std Spec 3020.

3.2 The Contractor shall prepare the exterior of the motor for preservation in accordance with SSPC-SP-3. The Contractor shall apply primer and finish coats of paint to the entire motor external housing (excluding flange faces).

The primer coat shall be 5.0-6.0 mils dry film thickness (DFT) of High Build Epoxy primer suitable for use with the finish coat. The finish coat shall be 2-3 mils DFT of MIL-PRF-24635 silicone alkyd enamel, Type II, Class I. The color shall be Grey, color number 26307 per SAE AMS-STD-595A/A1. The motor shall be painted after all tests are complete.

3.3 Preservation: An overhauled motor is typically intended for warehouse storage and not for immediate installation. Therefore, the Contractor shall ensure that the overhauled motor undergoes the following preservation requirements.

3.3.1 The motor paint shall be completely dried. Any sharp edges or protruding parts shall be covered to protec the packaging bag from tears.

Any ferrous metal surface and all unpainted surfaces shall have a thin coat of rust inhibitor per MIL-PRF-81309H applied.

3.3.2 Each motor shall be placed into a protective heat sealable bag per MIL-PRF-131K, Type 1. The motor base shall be fastened to the shipping container. Areas where fasteners penetrate the sealing bag, a rubber gasket shall be used to seal the bag from moisture. Prior to sealing the bag opening, a minumum of 24-28 ounces of self contained dehydrated desiccant per MIL-D-3464E shall be placed inside the bag opening.

3.4 Packing: Each motor shall be individually packed in its own enclosed wooden container. The motor shall be securely bolted to a skid base and the lid or cover shall be attached using stainless steel crosshead screws. The container shall be framed (either on the inside or outside) using solid wood as framing material. The container shall be capable of protecting the motor from damage during multiple shipments by commercial carrier per ASTM D3951.

3.5 Marking: Each preserved and packed motor shall be stenciled in the upper left-hand corner of the two longest sides (two opposite sides if square) of each box. The stencil marking shall be 3/4 -1" inch in height. Markings shall be black characters on white enamel painted background. All previous markings shall be removed from a reusable shipping container prior to the application of any new markings. The container markings shall consist of the following:

CONTRACT NUMBER See Contract.

DELIVERY ORDER NUMBER See Contract.

SHIPPING WEIGHT As determined by Contractor (includes container).

CONDITION CODE Condition 'A'

QUANTITY & UNIT OF ISSUE 1 EACH
