About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI), dated May 2026, submitted by the 36th Contracting Squadron at Andersen Air Force Base, Guam, under the Pacific Air Forces (PACAF).
The acquisition seeks to award a brand-name contract for Original Equipment Manufacturer (OEM) Caterpillar (CAT) Compact Track Loader replacement attachments on a non-competitive basis, restricting competition to the CAT brand while allowing competition among authorized CAT resellers. The government is purchasing six line items totaling 18 units of 200-Series CAT attachments: three 80-inch buckets (BUCKET-MP, BOCE); three H65S hammers; three medium-to-large SSL brackets (BOCE); three H55-H65 SSL hydraulic line sets; three 3-inch SW345 wheel saws; and three 3-inch SW360 wheel saws. The justification is based on 10 U.S.C. §3204(a)(1), citing only one responsible source and no other supplies or services will satisfy agency requirements. The government contends that the attachments are proprietary and patented, with exclusive mechanical mounting systems, factory-engineered hydraulic specifications, and integrated electronic control systems that are incompatible with non-OEM alternatives. Non-OEM attachments would cause compatibility issues, void manufacturer warranties, and introduce maintenance and safety risks. The contracting officer is responsible for determining fair and reasonable pricing in accordance with FAR Subpart 15.4. Market research identified commercially available attachments from multiple small-business sources, with an expectation that at least three responsible small businesses could respond to a Request for Quote (RFQ) posted on SAM.gov. Future acquisitions will be directed through the Defense Logistics Agency (DLA) when possible, as Caterpillar maintains existing contracts with that agency.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Agency: PACAF 36th Contracting Squadron, Andersen AFB, Guam
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This is a request for approval to award a contract, on a brand name basis, for OEM Caterpillar (CAT) Compact Track Loader replacement attachment . This action restricts competition to the CAT brand, but allows for competition among authorized CAT resellers.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
Purchase of 200-Series Caterpillar Compact Track Loader attachments.
CLIN 0001 : BUCKET-MP, 80'', BOCE, qty 3 CLIN 0002 : HAMMER, H65S, qty 3 CLIN 0003 : BRACKET, SSL, MD-LG, BOCE, qty 3 CLIN 0004 : LINES, H55-H65, SSL, qty 3 CLIN 0005 : WHEEL SAW, SW345, 3'', qty 3 CLIN 0006 : WHEEL SAW, SW360, 3'', qty 3
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
The Government is in need of CTL attachments that are fully compatible with its existing 200-Series Caterpillar Compact Track Loader fleet. The existing fleet has adequate lifespan remaining, ranging from 2-5 years depending on the model number. The requested CAT OEM attachments are proprietary and patented. The OEM attachments are engineered to operate with the Government’s existing CAT fleet. Use of a non-OEM attachments would cause compatibility issues and require the Government to determine whether adapters, coupler changes, hydraulic-line modifications, electrical-control changes, or other conversion equipment are required. Additionally, use of non-OEM components would lead to voided warranties for the current fleet, as well as introducing risks such as maintenance and safety concerns, as non-OEM components could lead to critical failures due to incompatibility.
The attachments incorporate proprietary and patented features including:
-Exclusive mechanical mounting systems that align with 200-Series CAT Compact Track Loader proprietary attachment couplers and interface geometry.
-Hydraulic connections and circuits designed to match the 200-Series CAT Compact Track Loader factory-engineered hydraulic specifications for pressure, flow rate, and return pathways, ensuring reliable and safe operation without risk of leaks, overheating, or component damage.
-Integrated control and safety systems that connect with the electronic systems of the 200-Series CAT Compact Track Loader, ensuring operator safety.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

CUI

Market research identified commercially available 200-Series CAT Compact Track Loader attachments from multiple small-business sources, as well as prior Government acquisitions for similar equipment. As such, it is a reasonable expectation that at least 3 responsible small business respond to a RFQ posted on SAM.gov.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
The CAT CTL attachments are proprietary to the 200-Series CAT Compact Track Loaders. Therefore, those specific parts are needed to make the equipment operational.
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
The 36th Contracting Squadron will continue to perform market research to asses every possible route for overcoming competition barriers. Additionally, subsequent acquisitions for CAT Compact Track Loader attachments will be acquired through DLA when possible, as Caterpillar has existing contracts with the agency. This acquisition is an outlier as DLA has a cutoff of September 3rd.
