About this file
This document is a Justification for CaseMap, TimeMap, and TextMap Subscription Software Licenses. The Securities and Exchange Commission (SEC) is seeking to continue using the LexisNexis CaseMap, TimeMap, and TextMap software products, which the SEC has been utilizing since 2004. The SEC currently has 1,800 licenses for each of these applications, which are used by the Enforcement Division staff on a daily basis. These software products provide unique capabilities that allow the SEC to efficiently organize, annotate, and search case information and transcripts that are not available in other commercial products. The SEC has developed custom templates and workflows integrated with these LexisNexis tools, and switching to alternative solutions would result in significant disruption and loss of productivity. The SEC indicates there are no other FedRAMP-certified products on the market that can fully meet the essential requirements. The contract was awarded on July 15, 2024 to an unknown vendor for an unknown amount.

4. Demonstration that the proposed contractors unique qualifications or the nature of the acquisition requires use of the authority cited.
CaseMap is a database that allows attorneys to organize the facts of their case chronologically and link pertinent documents to these facts. It organizes important people and issues. TextMap is a transcript repository. It allows a user to search across multiple transcripts, hyperlink and search exhibits and potentially receive a live feed from a court reporter. TimeMap is used to give a demonstrative of the facts chronologically.
The SEC has used CaseMap, TimeMap, and Textmap since 2004 and currently has 1800 licenses of each application. Since 2004, the number of staff members in ENF has increased exponentially; however, the number of licenses of CaseMap TimeMap, and Textmap has not.
CaseMap can seamlessly link documents, people, facts and issues in a way that Casepoint's Case Summary or other tools cannot. Linked facts can also be exported directly to TimeMap for a visual aid, which no other product does seamlessly. Other software on the commercial market do not offer the robust and essential features required by the Government that LexisNexis products offer. Lexis litigation software makes it easy to capture, organize, and share critical case knowledge with comprehensive case wide searching, bulk importing and optical characterization, customized spreadsheets, enhanced reporting, Microsoft integration, Structured Query Language, and capabilities enabling litigation teams to work on CaseMap files simultaneously and securely across the network. The software provides a single interface for you to view, annotate, highlight, bates stamp, batch print and convert files to PDF and TIFF. This software is currently intergraded with other products ENF uses by Lexis database. If the SEC didnt continue to purchase CaseMap, the SEC would lose all custom templates created in CaseMap, which have taken years to create and customize, custom coding already instituted to work with the SEC environment, and create significant disruption to the current production usage of the templates.
CaseMap is used by the staff on a daily basis, and the loss of CaseMap would have a significant impact on the productivity of its users. In addition, the SECs court reporting vendor also provides transcripts directly to the SECs data loading staff, who have scripts to load the transcripts directly into TextMap. Switching to another application would involve creating a new workflow, which will reduce the efficiencies the SEC has created in the transcript loading process. Also, most of the competitor products, with the exception of Opus, are cloud-based and not FedRAMP certified, which would also not work for the SECs current environment.
Therefore, there are currently no other products on the market that would meet the SECs essential requirements.
Also, these software products require annual maintenance to ensure that necessary (1) Technical Support, (2) Product Upgrades, and (3) Software Updates are received, and that the software is running optimally. Ongoing software maintenance is necessary to avoid potential security risks that come from using unsupported, out-of-date software. Furthermore, no other source can provide maintenance on the LexisNexis software.
