About this file
This document is a draft Performance Work Statement (PWS) for CargoMax Fleet Stability Software for NOAA's research ships. The contract requires providing and maintaining CargoMax™ Stability and Loading Software data files and HECSALV/HECSTAB ship models for the entire NOAA fleet, including four new ships currently under construction. Key requirements include: engineering support to update software data files and Vessel Information Books, developing data files for new ships, providing software licensing (two perpetual licenses with yearly update options), maintaining a secure website with login access, and delivering comprehensive technical assistance.
The technical support components include 500 annual hours for software updates related to ship configuration changes, 8 hours of crew training per shipboard software installation, 3 days of onsite training for shoreside support personnel, and up to five annual ship or shore visits for software training. The contractor must provide user manuals, demonstrate software functionality, and ensure both shoreside and shipboard users have appropriate access to documentation. The PWS emphasizes maintaining accurate, current stability software that meets Federal stability criteria and supports NOAA's research ship operations.

CargoMax Fleet Stability Software
1. Overview
1.1. NOAA operates a fleet of research ships to safely facilitate its Earth observations.
These ships must be operated in accordance with their Trim and Stability (T&S) Booklets that define their maximum loads to meet Federal stability criteria. CargoMax is the fleet standard shipboard software to assist ships force in performing T&S calculations.
2. Objectives
2.1. The purpose of this contract is to provide and maintain current, both CargoMaxTM
Stability and Loading Software data files and HECSALV/HECSTAB ship models for all ships in NOAAs fleet. CargoMaxTM is the standard on-board stability software used by the NOAA fleet. Licenses for initial CargoMaxTM installation, software maintenance, and a secure FTP site are also covered by this contract along with revisions to the ship specific data files needed to tailor CargoMaxTM and other supporting technical documentation to match the associated Trim and Stability Booklets when required in support of complete and accurate CargoMaxTM data files and/or HECSALV/HECSTAB ship models
