About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition to acquire repair services for the AN/APN-232 Combined Altitude Radar Altimeter (CARA) assemblies. The Air Force Sustainment Center (AFSC) is seeking to award a sole source, firm-fixed price, requirements-based indefinite delivery contract (IDC) for up to 5 years to Integrated Procurement Technologies (IPT), via a subcontract with Extant Aerospace. Extant owns the technical data rights to the CARA system, which it acquired from the original equipment manufacturer, NavCom. The Government does not have the data rights or ability to pursue full and open competition for these repairs. The estimated total value of the contract is $22,763,707.20. The contract will provide sustainment and repair services for the CARA assemblies and the Signal Data Converter, a component of the CARA system. A sources sought / RFI was previously issued, but IPT was the only respondent expressing interest and capability to perform the required work.

IDC for five years after contract award, anticipated to be Aug 2023 through Aug 2028, if all options are exercised. This J&A covers the ordering period of the Requirement IDC through completion of all task orders.
The NSNs have been screened and assigned the following Repair Method Code (RMC)/Repair Method Suffix Code (RMSC) (AFMC Form 762).
RMC/RMSC Codes of R3/R applies to the RFA - NSN: 5895-01-190-2940 RMC/RMSC Codes of R4/R applies to the SDC - NSN: 5895-01-567-7326
RMC: R3 Repair, for the second or subsequent time, directly from the actual manufacturer.
RMC: R4 Repair, for the first time, directly from the actual manufacturer.
RMSC: R The Government does not own the data or the rights to the data needed to contract repair of this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part. This code is used when the Government did not initially purchase the data and/or rights.
NAVCom (CAGE: 57057) sold CARA technical data rights to Extant in Oct 2018. Extant and Integrated Procurement Technologies (IPT) made an exclusive agreement 20 Aug 2020 for IPT to support CARA RT products/repair for Extant. The 407th Engineer approved Extant (CAGE: 22830) as a source of repair in February 2021. IPT will serve as the Prime contractor with Extant as the subcontractor for the repairs. Past contracts with Lockheed Martin (CAGE: 81755) are identified on the AFMC Form 762 for the SDC.
Lockheed Martin was previously an integrator, but is not a valid source for repair of the SDC.
IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.
The agency's minimum needs can only be satisfied by the unique supplies or services available from Extant Aerospace via their agreement with IPT. The CARA system technical data rights were purchased by Extant from NavCom Defense Electronics, Inc., the Original Equipment Manufacturer (OEM), in Oct 2018.
Extant advised the Government of an exclusive agreement they've reached with IPT for support of CARA RT. Extant stated, “On August 20, 2020, Extant Aerospace and IPT entered into an exclusive agreement for the distribution of the CARA products for all Government and commercial customers, which includes production and repair of the CARA RT and all associated peripherals, subassemblies and components… IPT will serve as the Government's contractor, with Extant serving as a sub-contractor to IPT.”
The last repair contract was sole source to NavCom under contract FA8539-17-C-0005. Period of performance was from 29 Aug 2017 to 28 Aug 2019. This contract provided repair of the RFA and technical support. NavCom completed the entirety of this contract. The SDC has not been previously repaired. The asset was developed by NavCom to replace two obsolete SDCs produced by MOOG and was built using their funds.
The Government does not possess the complete technical repair package or Government purpose data rights to pursue a full and open competition repair strategy for these SRUs. The Government owns Technical Order (TO) 12P5-2APN232-13, which is used to test and maintain a number of CARA RT

Accordingly, IPT via subcontract with Extant is the only firm capable of providing the requirements described in Section III above without the United States Air Force (USAF) experiencing an unacceptable delay in fulfilling its requirements.
V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under
FAR 5.202 applies.
A Sources Sought (SS) / Request for Information (RFI) synopsis was posted to beta.Sam.gov on 29 Apr 2021 with a response date of 31 May 2021 under Notice ID: FA8539-21-R-0005. The SS/RFI requested responses from interested vendors that possess the expertise, capabilities, and experience to meet qualification requirements for this effort. IPT, on behalf of Extant, was the only source that expressed an interest and submitted a response.
A pre-solicitation notice of the requirement will be synopsized on the Sam.gov in accordance with FAR 5.201(b), citing conditions which preclude Full & Open Competition. Sources expressing an interest as a result of the synopsis will be investigated for their capabilities to perform on this and/or future requirements. Any source(s) that expressed interest as a result of this synopsis will be identified to the prime contractor as a potential for subcontracting possibilities.
VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The overall cost of this acquisition will be fair and reasonable to the Government. In accordance with FAR 15.403-4, the contractor will be required to provide certified cost or pricing data to be used to support the Government's evaluation of the proposed cost. The proposed skill mix of labor, labor hours, types and quantities of material and other direct costs, and direct and indirect rates will be negotiated by the Government based on recommendations from the Defense Contract Management Agency and expert technical personnel supporting the program. The contract price will be negotiated in accordance with the procedures in FAR 15 ensuring the ultimate cost to the Government is fair and reasonable.
VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was conducted 08 Jun 2021 through 05 May 2022 in accordance with FAR Part 10.001 and 10.002. The market research report was completed on 02 Sep 2022. The market research techniques used included SS/RFI, searches on Purchase Request Process System (PRPS), Air Force stock number search in D043A, Haystack search using Robins PDM Gateway, review of NavCom website, and query using Small Business Administration Dynamic Small Business Search (DSBS) engine.
SS/RFI: As described in Section VI above, SS/RFI Notice ID FA8539-21-R-0005 was synopsized on beta.Sam.gov on 29 Apr 2021 with a response date of 31 May 2021. IPT, on behalf of Extant, was the only source that expressed an interest and submitted a response.
Searches on PRPS, D043A, Haystack, NavCom website, and DSBS query utilizing NSNs, part numbers, North America Industry Classification System code 811219, and keyword CARA resulted in the following:
