About this file

This is a Scope of Work document for a car seat supply contract with the State of Maine. The contract term is one year beginning February 1, 2009, with pricing to remain firm throughout the contract period. The state requires five specific types of car seats: convertible seats accommodating rear-facing children up to 35 pounds and forward-facing children up to 40 pounds with a 5-point harness system; 3-in-1 seats with harnesses rated to 65 pounds that convert to high back and backless boosters for children up to 100 pounds; combination seats with internal harnesses rated to 65 pounds and adjustable headrests; high back boosters convertible to backless boosters for children up to 100 pounds; and infant-only seats for children from birth to 20 pounds and 29 inches. The state distributes over 2,000 seats annually to approximately 88 distribution sites throughout Maine on either a quarterly or monthly basis. Infant seats must be available in both single and five-unit cartons.

Shipping and handling costs must be included in quoted prices and not billed separately. Orders are processed through the AdvantageME system via email with delivery orders under $5,000 sent directly to vendors and orders exceeding $5,000 routed through the Division of Purchases for approval. Vendors must accept the State of Maine Procurement Card as payment with no surcharges allowed, and the quoted pricing applies regardless of payment method. Vendors are required to notify the state within two business days if any seats are backordered, including projected availability dates. The contract includes a 30-day cancellation clause at the Director's discretion and an extension clause allowing the State Purchasing Director to extend the contract period with contractor consent. The state requests that successful bidders confirm their willingness to extend contract pricing to political subdivisions and school districts in Maine.

All orders are handled via e-mail thru the Advantage system. Please e-mail the contact person stated on the Delivery Order a return receipt for each order sent to the supplier and copy the distribution site on the e-mail to the supplier. This type of volume will require a supplier who is willing and able to spend some time on the account to ensure accurate shipping and billing protocol.

If a seat is backordered and delivery cannot be accomplished, vendors must notify the Bureau within two business days from receipt of the order. Notification should include a projected availability date.

ORDERING PROCEDURE: Delivery Orders (DO) will be created in AdvantageME for all orders against Master Agreements (MA), unless the State of Maine Procurement Card is used for payment.
