About this file

This is an Award Recommendation and Evaluation Synopsis document issued by the Michigan Department of Insurance and Financial Services for Request for Proposal (RFP) #260000002052, which solicited captive insurance company actuarial examination services. The RFP was posted on May 20, 2026, with a proposal due date of June 15, 2026. The contract term is three years with up to three additional two-year renewal options. Ten bidders submitted proposals in response to the solicitation. The Notice of Intent to Award was issued on August 4, 2026 (NITA #260000000720), and the award recommendations are pending State Administrative Board approval if applicable.

Nine contractors have been recommended for award, each receiving $22,222.00: Actuarial and Technical Solutions, Inc.; Axene Health Partners, LLC; Columbia Point Consulting, LLC; Examination Resources, LLC; INS Consultants, Inc.; Lewis and Ellis, Inc.; Noble Consulting Services, Inc.; Paradigm Actuaries, LLC; and Pinnacle Actuarial Resources, Inc. These nine bidders met the minimum technical evaluation threshold of 80 points. One bidder, Actuarial and Predictive Analytics, LLC, scored 45 points and was not recommended for award due to deficiencies including insufficient staffing, lack of captive insurance experience, and failure to demonstrate qualified personnel familiar with Michigan captive insurance laws and regulations. Pricing proposals varied significantly, with hourly rates ranging from $40 to $495 depending on staff role and contractor. All recommended contractors were evaluated as offering the best value to the State based on technical merit and pricing considerations.
