Due to the unique capability possessed by S&P Global Capital IQ they provide a unique platform as they are the only company that the most for the cost. Currently, Bloomberg is used by many analysts for company/ supply chain checks. Bloomberg, FactSet and Refinitiv Eikon, formerly Thomson Reuters, is expensive, more per user than Capital IQ, and the data is not easily exportable. In addition Capital IQs web based access provides additional user friendliness. . The two large companies, Bloomberg and Lexi Nexis, have previously been used by the mission partner and lacked the capabilities and functionality necessary to fulfill this requirement. The two small companies also didn't meet the capabilities for this requirement.

During market research for on-line for financial web-based tool providers it disclosed a number of financial web-based search tool on the market, however, no other company met the needs by providing comprehensive reports for public corporations around the world. Reports include investor informations, subsidiaries, locations, executive information, etc. In addition, this data is easily exportable to word or PDF documents to share across the command. Additionally previous requirement for OSI intent to sole source was posted in August and no vendors provided capabilities to meet the need or said they could provide what was needed.

A request for information was posted on Beta.Sam.Gov within the last 6 months to determine if there are any vendors that were able to provide something similar but still capable of meeting the requirements. Response from industry showed they could only meet a few of the capabilities but not all.

In addition the previous award for OSI posted an intent to sole source within the last 6 months which generated 0 responses from industry as Capital IQ is the only software that can meet all capabilities needed.

We will continue to monitor the market to see if other vendors are capable of providing this type product and/or similar that meets mission needs.
