About this file

This document is a Federal Acquisition Regulation (FAR) Part 6 Justification and Approval for Other than Full and Open Competition for a contract modification with Hartech Group. The Combat Capabilities Development Command – Armaments Center (DEVCOM-AC) is requesting approval to award a firm fixed price modification (P00003) to contract W15QKN-23-C-0054 for additional Stratasys 3D printing equipment and related services. The procurement includes various 3D printers, hardware/software integration, maintenance services, and a 12-month Emerald Care warranty package, with a delivery date of 15-Sep-26.

The justification emphasizes that Hartech Group is the only authorized Stratasys reseller in the east coast region, and Stratasys is the leading Original Equipment Manufacturer for Polymer Additive Manufacturing equipment. Market research conducted through conferences and technical events confirmed Stratasys's unparalleled accuracy and repeatability in polymer 3D printing. The procurement will build upon existing DEVCOM-AC Stratasys capabilities and support mission-critical requirements. The contract modification is being pursued as a sole source procurement under FAR 6.302-1, with the government continuing to conduct market research to potentially increase competition in future acquisitions.

FAR Part 6 Justification and Approval for Other than Full and Open Competition

1. Requiring Activity: Combat Capabilities Development Command – Armaments Center (DEVCOM-AC)

2. Contracting Activity: Army Contract Command – New Jersey (ACC-NJ)

3. Description of Action: ACC-NJ, on behalf of the DEVCOM-AC, requests approval to award a firm fixed price modification (P00003) to contract W15QKN-23-C-0054 with Hartech Group, located at 3030 North Rocky Drive West Suite 150, Tampa, Florida, 33607 (Cage Code: 6H5F3). It is anticipated that this modification for additional equipment and

This modification is for additional equipment which includes equipment-specific hardware/software integration and maintenance services for the delivery, installation, and training necessary for Army priorities.

An acquisition plan was not required because this procurement did not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B). The Government projects the award of this contract modification to increase the total contract value

4. Description of Supplies/Services: DEVCOM-AC requires supplemental equipment, encompassing hardware/software integration and ongoing maintenance services. This includes equipment specific hardware/software integration and maintenance services for additional Stratasys 3-D printers. Stratasys is the leading Original Equipment Manufacturer (OEM) for Polymer Additive Manufacturing (AM) equipment, offering a full spectrum of materials and processes covering pre-, current, and post-printing operations. Stratasys provides a full spectrum of materials and various polymer AM processes. Stratasys printers, as an industry standard and market leader in the Polymer AM, directly support the Mission Support Services required for DEVCOM-AC’s

Further, this procurement includes a 12-month Emerald Care warranty package for each 3D printer, providing comprehensive coverage.

The additional Stratasys equipment is necessary to support DEVCOM-AC missions.

The proposed new equipment purchase will build upon existing DEVCOM-AC Stratasys capabilities and prior investments in Stratasys 3-D printing equipment purchases and collaborative efforts thus far.

b. Subcontracting competition: There are no subcontracting opportunities available for this requirement.

8. Actions to Increase Competition: Full and open competition is not practical currently, as Hartech Group is the only authorized reseller of Stratasys equipment currently. The Government will continue to conduct market research to determine if other reseller(s) become available. A competitive process will be pursued if additional authorized resellers become available or if future requirements no longer necessitate Stratsys equipment. If Stratasys equipment is no longer required in the future, competition will be sought to the maximum extent practicable.

9. Market Research: Based on market research performed on vendors/companies at conferences, only Hartech Group demonstrated in-depth knowledge, skills, and past/current experience in addressing the AM technology solutions required by the Army to enhance all aspects of armaments and weapons components.

The following conference/technical events were attended: Additive Manufacturing Users Group Conference, Rapid+ Time Compression Technologies Conference, FormNext, and Military Additive Manufacturing. The Army’s Advanced Manufacturing Community of Practice (AdvM CoP) leverages its summit members – current technical points of contact (POCs) – to coordinate with the Navy and Air Force. Through participation in conferences, workshops, and site visits, these members maintain shared data regarding key equipment, identified technology gaps, Organic Industrial Base Modernization efforts, and relevant vendors. Through technology scouting activities, both domestically and internationally, the AdvM CoP has determined that Stratasys equipment offers unparallel accuracy and repeatability in polymer 3D printing. The AdvM CoP, a Department of Defense-wide Integrated Project Team, has determined that alternative systems have not demonstrated comparable performance characteristics.

The AdvM CoP have undergone numerous hands-on training sessions on Stratasys, and other polymer AM equipment, some of which are now under Stratasys umbrella of polymer AM technology offerings. Hartech Group’s extensive knowledge of additive manufacturing (AM) offerings, particularly polymer AM systems, has been validated by assessments conducted by members of the AdvM CoP. They have extensive knowledge of former and current AM offerings, especially Polymer AM systems. Hartech Group’s past performance integrating various AM systems with hardware/software and automation for Army, Navy, Airforce, and others is valuable to the Government’s AM initiatives.

Moreover, Hartech Group has demonstrated experience with critical technical engineering support activities involving hardware/software integration as well as 3D printed materials and process solutions. In summary, the incumbent Hartech Group is the only valid source to meet the requirements as detailed by the U.S. Army and embodied in the Statement of Work. During market research, Stratasys was contacted about this requirement and confirmed that Hartech Group is the only authorized reseller, by ACC-NJ and is notated in the contract file.
