3 SEP 2021 v2 perform maintenance on this equipment. This is the industry standard for highly complex machines of this type.
(a) Alternatives: There are no other alternatives to receiving the proper maintenance for an Arcam A2X.
The minimum requirements for the Government are a maintenance contract for the Arcam A2X. The current service . Additional periods of performance will be required as long the Arcam A2X remains a viable and effective piece of equipment to operate.
6. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201 and any bids or proposals received shall be considered.
However, no other opportunities exist as Colibrium Additive, a (GE) Aerospace company is the sole manufacturer, developer, and provider of ARCAM maintenance.
7. Actions to Increase Competition: Full and Open competition is not feasible at this time due to lack of capable sources. The Government will continue to conduct market research on an annual basis in an effort to find viable competition and in accordance with FAR 5.201(b), future requirements will be synopsized. If other authorized ARCAM sellers are found with the capability to meet the Government's requirement for ARCAM Maintenance, competition will be provided to the greatest extent possible.
8. Market Research Market Research was performed from February 2024 through April 2024. Market research shows that the service is required to be done by the equipment’s OEM, and that no third party contractors have the required parts or expertise to maintain and service the equipment. The equipment’s warranty will be voided if service is performed by a third party vendor. Other Additive Manufacturing suppliers exist, but they only provide service for their own equipment. ARCAM maintenance was found to be unavailable through CHESS. ARCAM maintenance cannot be obtained through a GSA schedule contract. A sole source purchase with the OEM is recommended and justified by the market research conducted to support this requirement.
9. Interested Sources: To date, no other sources have expressed interest in the acquisition.
