Synopsis: Notice of Intent to Award a Sole Source Contract

Announcement Number: FDASS03272023

Project Title: International Cannabis Policy Study (ICPS) Data Analysis

The Food and Drug Administration (FDA) intends to negotiate on a sole source basis with Waterloo University to provide services in support of the project “International Cannabis Policy Study (ICPS) Data Analysis” using the procedures in FAR Part 12.6.

The International Cannabis Policy Study (ICPS) is an annual study examining cannabis use trends and the impact of cannabis policies at the national and state levels. ICPS has conducted annual repeat-cross sectional surveys with national samples of respondents in Canada and the United States since 2018. The study now surveys over 40,000 US residents and collects detailed data on cannabis products and use trends including, but not limited to; patterns and prevalence of cannabis use, motivations for cannabis use, adverse events associated with cannabis use, therapeutic outcomes of cannabis use, motivations for use and purchase of specific cannabis products, how cannabis users source or obtain cannabis products, cannabis users’ participation in state regulated medical marijuana programs or adult use markets, cannabis users’ exposure to cannabis advertising, the effectiveness of cannabis product labels and warnings, the frequency of cannabis users’ operation of motor vehicles in proximity to their cannabis use, the impact of cannabis use on workplace outcomes, and trends in cannabis product content and form. ICPS is the largest survey of its kind and the only comprehensive multiyear epidemiological survey of cannabis use. ICPS is also utilized and supported by Health Canada, the Australian government, and several US state-level health and regulatory agencies. The study is being led by Professor David Hammond at the University of Waterloo. The study is a collaboration of international researchers with expertise in the area of cannabis and substance use policy. Additionally, the nature of this requirement is deemed urgent due to unusual and compelling circumstances. Following competitive procedures would result in unacceptable delays concerning this project.
