About this file

This is a Single Feasible Source Purchase posting form from the Missouri Department of Health and Senior Services for a statewide cannabis prevention and education media campaign. The Department seeks to establish a contract with Rescue Agency Public Benefit, LLC to develop and implement research-based campaigns targeting two distinct audiences: youth under twenty-one years old with data-backed information on cannabis's effects on adolescent brain development, and adults twenty-one and older with state-specific information on cannabis laws, regulations, and harm reduction strategies. The contract period extends from the effective date through June 30, 2026, with two one-year renewal options available. The Department has designated this as a single feasible source acquisition under RSMo 34.044 because Rescue Agency is the only vendor with a comprehensive statewide cannabis prevention and education campaign experience in Missouri, utilizing proprietary foundational cannabis research and established campaigns including "Let's Talk Cannabis," "Unfazed," and "Quit the Hit." The contract contact is Ariel Bradford at 573-751-2497 or Ariel.Bradford@oa.mo.gov, with the requisition number RQ002500215 and Single Feasible Source number STATE PURCHASE-FY25-0203-SL.

The posting form does not include specific pricing terms, set-asides, or detailed funding amounts and sources within the document. No incumbent information, site visits, bidders' meetings, or specific award dates are referenced in this single feasible source justification. The designation of Rescue Agency Public Benefit, LLC as the sole feasible source is based on the proprietary nature of their campaigns and their demonstrated capacity to deliver culturally relevant, evidence-based cannabis prevention messaging tailored to Missouri's population while maintaining consistency with nationwide primary prevention standards.

Single Feasible Source Purchase

Title:
Cannabis Prevention and Education Media Campaign
Description:
The Missouri Department of Health and Senior Services desires to establish a single feasible contract with the Rescue Agency Public Benefit, LLC (Rescue) for services pertaining to a statewide research-based cannabis prevention and education media campaign aimed to:

1. Target rural and urban youth under twenty-one (21) providing data-backed information on how and why cannabis use can affect adolescent brain development and interfere with and impact their values, motives, and ambitions, and

2. Target adults twenty-one (21) and older, providing state-specific information on the laws and regulations regarding cannabis use and consumption and safe use and hard reduction strategies to enhance the public’s understanding of laws and health risks around cannabis.

Rescue Agency Public Benefit LLC, is the only feasible source because they are the only vendor who has provided a comprehensive statewide cannabis prevention and education medical campaign in Missouri to reach both of these target markets through their proprietary foundational cannabis research across the US and their proprietary campaigns “Let’s Talk Cannabis”, “Unfazed”, and “Quit the Hit”. These evidence-based campaigns were created to educate parents, guardians, mentors and youth on the effects of cannabis and prevent underage cannabis use. By the Department of Health and Senior Services utilizing Rescue’s campaigns, they ensure credible and culturally relevant information specifically catered to the State of Missouri, while also promoting consistent primary prevention messages across the shifting cannabis landscape nationwide. These campaigns have also been implemented in many states where non-medical cannabis use is legal.

According to RSMo 34.044, a single feasible source can be utilized when the product/service requirement is proprietary and only available from a single provider. As a result, this represents a proprietary requirement that meets the criteria as a single feasible source under RSMo 34.044 and the State is pursuing this acquisition as a Single Feasible Source.
