Statement of Work (SOW) Roll off Dumpster Delivery and Pickup Service

National Park Service – Canaveral National Seashore (CANA)

Required Services:

The contractor must provide all labor, supervision, materials, licenses, permits, tools, materials, vehicles, 20-yard dumpsters and 6-yard dumpsters, insurance, transportation, and equipment necessary for dumpster delivery and pickup within Canaveral National Seashore, Brevard County, Volusia County, Florida in accordance with local, state, federal and OSHA regulations, attached provisions and clauses, specifications and referenced wage determination. Estimated quantities are not guaranteed and are SOLEY for the purpose of quote evaluation and any offer accepted will be awarded with available funding and invoices processed for actual quantities used. The park reserves the right to place un-bagged solid waste into the dumpsters. The only items not required to be picked up under this contract paints, liquid gas, or any other hazardous material. Disposal shall be in accordance with existing local, state, and federal regulations. The contractor will be responsible for any permit or fees associated with the use of land fill.

Regulatory Requirements:

Equipment must be compatible with the provided dumpsters and ensure that all material is securely covered to prevent scattering along the roadway; trucks/containers must comply with all EPA standards and be properly sealed to prevent leakage along routes. The contractor shall dispose of all collected material in a state licensed/approved land fill site.

Deliverables and Locations for 20yd Dumpster:

Provide four (4) 20 cubic yard dumpsters at the following locations as requested: one (1) at each location all within Canaveral National Seashore, Brevard County, Volusia County.

• Seminole Rest, 210 River Rd., Oak Hill, FL 32759

• Playalinda Beach Office, Titusville FL. 32796

• Apollo Beach, 7611 S. Atlantic Ave., New Smyrna Beach, FL 32170

Deliverables and Location for 6yd Dumpster:

Provide two (2) 6 cubic yard dumpsters at the following location as requested within Canaveral National Seashore, Volusia County.

• Maintenance Yard, Apollo Beach, 7611 S. Atlantic Ave., New Smyrna Beach, FL 32170

Servicing Schedule and Hours for 20yd Dumpster:

Dumpster delivery and pickup will be done upon request from park’s Contracting Officer’s Representative (COR) and occur Monday-Friday, 7:00am to 3:30pm. Except for Seminole Rest which will be Monday- Friday, 7:00am to 2:30pm.

Servicing Schedule and Hours for 6yd Dumpster:

Dumpster empty/pickup will be done weekly one (1) time per week and occur on Tuesdays between 7:00 am to 4:00 pm.

Period of Performance:

This service requirement is intended to be awarded as an option year contract to include a base year and up to four option years for a total of up to five years. The Government reserves the right to exercise or not exercise the option years depending on if the need or requirement still exists.

Base Year: FEB 2024 – FEB 2025 Option 1: FEB 2025 – FEB 2026 Option 2: FEB 2026 – FEB 2027 Option 3: FEB 2027 – FEB 2028 Option 4: FEB 2028 – FEB 2029

Performance Requirements Summary and Price Schedule:

The contractor performance requirements are summarized into required services that relates directly to successful contract completion. The performance standard identifies the minimum acceptable levels of service allowed.

Random Inspection

Holiday Schedule:

Contractor will supply and empty ALL dumpsters identified as the deliverables. The number of pickups shall be scheduled as needed. If the scheduled pickup falls on a legal holiday and service is not provided, the vendor must empty the dumpster the day immediately following the scheduled service date.

Collection Points:

The contractor shall position containers for ease in depositing refuse. This may require repositioning of containers from time to time. The contractor shall also position containers to minimize interference with adjacent parking areas, sidewalks, roadways, overhead utilities, trees, and other potential obstructions. All dumpsters are placed in the designated location(s) designated by the COR and a minimum of three feet from all traffic lanes.

Contractor Equipment:

All efforts shall be made by the contractor to prevent loose debris during the transfer of debris/materials from truck to landfill. Collection of refuse in all areas shall be from government-approved, contractor-maintained containers.

Maintaining Collection Area:

The contractor shall return the containers to their original location after servicing, or unless otherwise told to place at another location upon delivery. The contractor shall immediately clean spills and debris that may occur during servicing of containers.

Contractor’s Spill Plan:

The Contractor shall submit for approval a spill plan that covers the actions the contractor shall take in the event of a spill. A spill is defined as material coming from one of the refuse containers or from one of the vehicles used in collection operations.

Safety & Environmental Compliance:

The contractor shall comply with pertinent provisions of the Occupational Safety and Health Act (OSHA), and state, local, safety, laws. The contractor shall comply with pertinent Environmental Protection Agency laws and regulations. The CANA safety officer has the authority to issue restraint or cease-and-desist orders to the contractor when violations or unsafe acts are present and threaten Government and contractor employees or damage to Government property. The contractor shall immediately report to the Contracting Officer, COR and CANA Safety Officer all accidents resulting in employee injury or death or damage to property while performing this contract.

Insurance:

The Contractor and/or subcontractors shall be insured in accordance with State of Florida insurance regulations. The Government is not responsible for damage to Contractor’s equipment, vehicles, tools or materials or their employees and the personal property brought on-site. The Government will not accept any liability due to contractor employee negligence. (See Liability Insurance Clause)

Motor Vehicle & Traffic Regulations:

Contractor employees operating motor vehicles shall possess a valid driver's license. Driver and vehicle permit, licenses, registrations, and proof of insurance shall be always maintained in the vehicle and made available upon request. Contractor employees shall comply with federal vehicle motor law requiring seat belts be always worn. Contractor employees shall adhere to the posted speed limits.

Disposal:

The contractor shall transport and dispose of all material at a licensed disposal site selected by the contractor. Disposal shall be in accordance with existing local, state, and federal regulations. The contractor shall be responsible for any permit or fees associated with the use of disposal locations.

Equipment Maintenance:

All containers shall remain in safe and serviceable condition. They shall remain easily accessible. The contractor shall coordinate with COR on the replacement of a container. If container damage occurs, it shall be replaced at no additional cost to the government.

Service Summary:

The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance standards briefly describe the minimum acceptable levels of service required for each requirement. Adhering to Performance standards is critical to mission success.

Note: Complaints received during first 60 days of contract are collected but will not count against the contractor’s annual performance rating.

Contractor Furnished Property:

The contractor shall furnish all personnel, vehicles and equipment and container maintenance required to perform delivery and pickup of containers. Containers are to be provided by the vendor. The size and location of dumpsters have been accumulated from historical data and are not exact indicators of future refuse collection requirements. All solid waste containers shall be bear-proof in the sizes indicated in the bid schedule.

Contractor-Furnished Vehicles:

Contractor vehicles shall have the company name prominently displayed on both sides of the vehicle.

Vehicles shall be maintained and cleaned to present a neat, professional appearance. All vehicles shall be registered, licensed, insured, and operated in a safe and serviceable condition. Vehicles found to be unsafe shall be restricted from operating in the park. Vehicular repairs shall not be performed in the park.

The COR may inspect the contractor’s vehicle(s) at any time and direct the removal of all unsafe vehicle(s) from the park.

Quality Control:

The contractor shall develop and maintain a quality control program to ensure materials and debris collection is performed in accordance with accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.

Contractor Point of Contact (POC):

The contractor must establish and maintain an office where the contract manager or alternate(s) can be contacted during collection hours including weekends and holidays. The contractor must provide a telephone number(s) where service calls and complaints can be reported. The contractor must provide names and phone/mobile numbers of contractor POCs for after business hours to include nights, weekends, and holidays. This information must be updated and revised whenever personnel changes occur.

Quality Assurance:

The government will periodically evaluate the contractor’s performance by appointing representatives to monitor performance to ensure services are received. The government representative will evaluate the contractor’s performance through periodic on-site inspections of the contractor's quality control program and receipt of complaints. The government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints. Likewise, the government may decrease the number of quality control inspections if performance is consistently found to be satisfactory or better.

Performance Evaluation:

Following the end of each contract period, the COR will document the contractor’s performance with an evaluation, which will be forwarded to the contractor. The contractor may submit written comments, if any, within the time specified in the evaluation transmittal. The contractor’s comments shall be considered in the issuance of the final evaluation document. A copy of the final performance evaluation report will be made available to the contractor.

Non-Payment for Additional Work:

Any additional contractor performed services not specified in contract, either at its own volition or at the request of an individual other than an appointed Contracting Officer, except as may be explicitly authorized in the contract, shall be performed at the financial risk of the contractor. Only an appointed Contracting Officer is authorized to bind the Government to a change in specifications, contract terms, or conditions.
