Notice of Intent to Award a Sole Source Contract

DLA Distribution intends to award continuation contract for a one (1) year base period of performance, with an additional two (2), one year option periods of performance to solicit only one source under the authority of FAR 6.203-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements (Citation: 10 U.S.C. 2304(c)(1))” for California Law Enforcement Technology Services (CLETS) located at DLA Distribution San Joaquin, California (DDJC), located at Tracy, CA.

San Joaquin County, doing business as (d/b/a) County Administrator is currently performing these services for DDJC. Award to another source for this procurement would result in a substantial duplication of cost to the government that is not expected to be recovered through competition in addition to creating unacceptable delays in fulfilling the agency’s requirements. CLETS regulations and laws are governed by the State of California and DDJC is required to go through San Joaquin County for service requests.

Therefore, San Joaquin County is the Only One Responsible Source known that will satisfy Agency requirements for continued services and seamless mission support.

Interested contractors may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The North American Industry Classification System (NAICS) code for this effort is 519190 with a small business size standard of $30 million. PSC Code is R426.

This notice of intent is not a request for competitive proposals. This synopsis is for informational purposes only. A solicitation will not be issued for this procurement action or posted to the single Government Point of Entry, the Federal Business Opportunity website.

All responsible sources may respond by submitting qualifications/capabilities of the company by FRIDAY, JANUARY 10, 2020 at 5:30 PM EST to Justin Burger, Phone: 717-770-7557, Fax: 717-770-7244, or email: justin.burger@dla.mil for consideration by the agency. If no affirmative responses are received, a purchase order will be awarded to San Joaquin County.
