About this file
This Statement of Work (SOW) details an Indefinite Quantity/Indefinite Delivery (IDIQ) contract for calibration, repair, and replacement services for thirty-four (34) pieces of Keysight Technologies equipment used by the Mid-Atlantic Regional Calibration Center (MARCC) at Norfolk Naval Shipyard. The contract will cover laboratory standards and waterfront support equipment, with services including calibration, repairs, and potential replacements as needed, with strict requirements for NAVSEA-approved calibration laboratories and accredited calibration certificates.
The contract has a two-year duration consisting of one base year and one option year, with a maximum quantity allowance of $100,000 and a minimum guarantee of $1,500. Equipment covered includes various power sensors, network analyzers, spectrum analyzers, calibration kits, and other technical measurement instruments. Shipping will be to multiple Keysight service centers in California, with return shipments to Norfolk Naval Shipyard. The calibration services must meet specific technical standards, including traceability to national standards and detailed measurement reporting requirements, with all deviations requiring approval from NNSY Code 137.2 Metrology Engineering.

STATEMENT OF WORK (IDIQ Contract)
“Calibration, Repair, and/or Replacement of NNSY Keysight Equipment”
INTRODUCTION
ORGANIZATION: Mid-Atlantic Regional Calibration Center (MARCC), NNSY Code 137.
1.0 Background: The Mid-Atlantic Regional Calibration Center (NNSY Code 137) is a modern calibration laboratory, specializing in routine and unique mechanical and electronic calibration services for Norfolk Naval Shipyard, AIRLANT, SURFLANT, SUBLANT, and all other east coast government assets.
1.1 Objective/Scope: The objective of this task is to have the vendor perform calibration/repair services and/or replacement of NNSY assets. Items will be shipped to Keysight Technology facilities for calibration and/or repair work as needed throughout the life of the IDIQ contract.
This IDIQ shall be for the period of two years.
1.2 Equipment Description/Specifications: These items are Code 137 (Mid-Atlantic Regional Calibration Center-MARCC) laboratory standards and NNSY waterfront support equipment and are used to provide services to the Navy and waterfront work. The MARCC is a regional laboratory and services a wide variety of equipment using the items listed in this contract.
Any work-stoppage impacts not just NNSY but will also impact the other shipyards and the Navy’s east coast commands (ships, squadrons, and bases).
1.3 Supported Equipment: Appendix A lists the basic model number of all the instrumentation that shall be covered by this IDIQ contract. Not all options are listed since they can vary greatly and are not always known. The items listed in appendix A may or may not be shipped to Keysight every year and may or may not be shipped multiple times per year depending on the situation for each asset. The purpose of the assets listed in appendix A, is to have them covered by the IDIQ in the event a Keysight service is needed.
1.4 Services Required:
Base Year:
Calibration, Repairs, and/or Replacement:
The service description in this agreement reflects the characteristics essential to the minimum needs of the government. The services provided are determined by the model number and options of the instrumentation and the service quote obtained by the technical POC. Each task order will be drafted to include the specific and unique requirements for each asset the must be serviced by the vendor. At any point in the contract, additional calibrations or repairs might be required. Appendix A items may be shipped at any time during the life of the contract to appropriate shipping locations indicated in section 1.5 throughout the life of the contract (installed options for each will vary and will be determined per task order).
This equipment is not to be altered in any manner that affects its operating characteristics, controls, or external connections (if applicable). Normal adjustments required to bring the item into specification limits are permitted.
Calibration must be traceable to the one of the following via an unbroken chain of measurements:
-The National Institute of Standards and Technology -Natural Physical Constants (Intrinsic Standards) -Consensus Standards -National Standards of other countries which are correlated with U.S. National Standards
a. Calibration must be performed by a NAVSEA-approved calibration laboratory, at the physical location identified on the activity’s certificate of accreditation. The activity’s associated scope of competency must address the appropriate measurement parameters and ranges of the calibration performed.
b. Each calibration must be accompanied with an accredited certificate or report of calibration. The certificate or report of calibration will include before-and-after measurement data and either test uncertainty ratio (TUR) or test accuracy ratio (TAR) information as outlined below.
(1) ISO17025 accredited calibrations will include a stated uncertainty for each measurement.
(2) ANSIZ540.3 accredited calibrations will contain the TUR or probability of false acceptance (PFA)/probability of false rejection (PFR) stated within the calibration report.
(3) ANSIZ540.1 accredited calibrations will have a TAR for each measurement stated on the calibration report.
Any deviation from the criteria mentioned in this section must be authorized by NNSY Code 137.2, Metrology Engineering. Use of a different vendor other than the vendor mentioned in the sole source must also be researched and approved by NNSY Code 137.2 Metrology Engineering.
Repair Work Requirements Repairs may be necessary, but the extent of repairs will be unknown prior to the maintenance and calibration work defined in the statement of work. If it is discovered that repairs are needed, the contractor shall immediately provide a cost breakdown, (e.g. materials, labor) to the KO and TPOC for evaluation. Additional price information may be requested by the KO if needed to determine the repair work’s price is fair and reasonable. Any repair work will be issued on CLIN separately funded line item.
No additional repair work will be authorized until funded by way of modification. Repair work is hereby determined to be within the scope of this contract however, the KO shall make a separate scope determination based on the extent of repairs needed and determination of price fair and reasonableness.
A separate Task Order will be issued to cover any unplanned repair work.
Replacements
In the event an item cannot be repaired, a quote shall be provided for replacement and submitted to the KO and TPOC for evaluation and approval. If approved, both old and new assets shall be shipped to the location stated in section 1.6 and marked with the indicated JML number in section 1.6.
Shipping Costs Shipping costs shall be paid for under a separate CLIN for each task order.
Max Quantity Allowed – Up to $100,000.00 shall be the maximum for the base year.
Minimum guarantee – The minimum guarantee shall be set to $1,500.00 for establishing and maintaining this service contract with the vendor for the duration of the base year.
