About this file
This is a Calendar of Events document issued by the Commonwealth of Pennsylvania Department of Corrections (PA DOC) for a Tattoo Artist Apprenticeship Program Request for Proposals. The program seeks an instructor to provide 32 to 40 hours per week of instruction at Frackville SCI in Frackville, Pennsylvania, covering disease prevention, design, application, customer service, and shop operations for up to six incarcerated apprentices over a 12-month curriculum. The pre-proposal conference is scheduled for October 5, 2026 at 11:00 a.m. at the PA DOC Central Office in Mechanicsburg, Pennsylvania, with Microsoft Teams participation available upon request to Elizabeth Lenhart at elenhart@pa.gov. The deadline for submitting questions through the JAGGAER system is October 19, 2026 at 2:00 p.m., with answers to be posted on an ongoing basis. Proposals are due October 21, 2026 at 2:30 p.m. electronically through the JAGGAER portal. The contract term is two years with three optional one-year renewals at the Commonwealth's discretion.
Offerors must possess a minimum of three years of active professional tattoo artist experience with demonstrated apprenticeship supervision capability, hold a high school diploma or equivalent, and maintain current OSHA-compliant Bloodborne Pathogen certification. All offerors must pass a Centralized Clearance Check and Prison Rape Elimination Act (PREA) background check prior to award and comply with all PA DOC security protocols. Deliverables include a portfolio of original work and a 5-to-10-minute instructional video demonstrating teaching ability submitted via YouTube or remote media. Monthly reporting is required, and invoices must be submitted as PDF files to 69180@pa.gov within 10 business days of completed service. The PA DOC will provide secure workspace, approve lesson plans and applied tattoos, procure equipment and materials, and approve apprentice rosters and competency demonstrations. No subcontractors are permitted, and pricing adjustments upon mutual agreement do not exceed 3% annually. All bidders must register with the PA Supplier Portal and establish a JAGGAER user profile before submitting bids and must monitor www.eMarketplace.state.pa.us for change notices.
