About this file
This is a Request for Qualifications (RFQ) issued by Caldwell County, North Carolina, seeking a qualified engineering firm to provide Preliminary Engineering Report (PER), design, and construction services for the Foothills Regional Airport Industrial Sewer Project. The project involves installing public sanitary sewer infrastructure to serve Foothills Regional Airport and approximately 1,054 surrounding acres owned by the airport authority, located on Highway 18 approximately 8 miles north of Morganton and 9 miles south of Lenoir, North Carolina. The RFQ was published on December 18, 2025, with a submission deadline of January 16, 2026, at 2:00 PM. The PER phase must include project descriptions, site layouts, feasibility analysis, permits and approvals assessment, environmental considerations, construction cost estimates, and construction schedules. Upon completion of the PER and securing Economic Development Administration (EDA) funding, the County anticipates awarding a follow-on design and construction contract to the same firm, which will encompass detailed infrastructure design, permitting, bid document preparation, bidding assistance, project administration, inspection, and final certification.
Proposals must be submitted in two hard copies (no more than 30 pages double-sided) and one electronic copy on flash drive to Heather Cox, Purchasing Agent, at Caldwell County's offices in Lenoir, North Carolina. The evaluation committee will rank submissions based on experience (30 percent), work performance (30 percent), capacity to perform (30 percent), and other appropriate factors (10 percent), with particular emphasis on demonstrated EDA funding experience and prior PER submissions. Firms must be registered to practice in North Carolina and provide labor rates by category, travel costs, and a list of reimbursables. The project is contingent on securing EDA funding, and Caldwell County is the official selection entity. The County encourages small, minority, and female-owned businesses to submit qualifications. Publication requirements include running advertisements in a local newspaper and The Charlotte Post, posting on the North Carolina electronic Vendor Portal and Historically Underutilized Business Solicitation Portal.
