About this file

The document is a detailed timeline and reporting schedule for the CalWORKs Outcomes and Accountability Review (Cal-OAR), involving multiple California counties organized into four cohorts. The Cal-OAR consists of three key deliverables: a county CalWORKs Self-Assessment (Cal-CSA), a CalWORKs System Improvement Plan (Cal-SIP), and two Cal-SIP Progress Reports, spanning from July 2021 to June 2026. Counties are grouped into cohorts with staggered timelines for group trainings, coaching, and report submissions, with specific draft and final submission dates for each cohort. The process involves collaborative coaching and report drafting with the California Department of Social Services (CDSS), and requires Board of Supervisors approval for the Cal-SIP.

The timeline details a structured approach with counties in different cohorts having distinct submission deadlines, ranging from January 2023 to January 2024 for initial submissions. After finalizing the Cal-SIP report, counties will begin implementing identified strategies from December 2023 to May 2024, with ongoing technical assistance from CDSS. Annual progress reports are scheduled between December 2024 and June 2026. The document also highlights a Cal-OAR Peer Review component, allowing counties to gain insights from each other's program implementation and improvement strategies, with the flexibility to partner across cohorts.
