About this file
This document is a Statement of Work (SOW) for a bird detection radar system to be provided to Cannon Air Force Base (CAFB). The key requirements include:
The contractor shall provide a fully self-contained, trailered or fixed radar system capable of detecting birds from raptor-sized to flocks, tracking aircraft, and assessing aircraft-bird strike risk. The system must include radar sensors, aircraft tracking via ADS-B, real-time display and alerting, data archiving, and comprehensive maintenance/support for 5 years. The system shall be installed, commissioned, and training provided at CAFB within 90 days of contract award. The contractor will also provide permitting support, on-site installation oversight, and post-deployment site visits and maintenance. The government will provide the necessary infrastructure, with the contractor responsible for the complete radar system.
The related federal contract opportunity is a Sources Sought announcement, not a formal solicitation. Cannon AFB is gathering information from interested vendors registered in SAM.gov to determine if there are enough qualified contractors capable of meeting the requirements outlined in the attached SOW. There is currently no funding or obligation to award a contract.

Statement of Work (SOW) Bird Detection Radar System Vision Statement Provide vertical and horizontal aircraft bird strike avoidance radar system for Cannon Air Force Base (CAFB) 1 Introduction
1.1 Mission
Provide an accessible, realistic, comprehensive military training facility that is dynamic and responsive to SOCOM, AFSOC, and USAF training needs.
1.2 Background
Cannon Air Force Base is home to the 27 Special Operations Wing accommodating Air Force Special Operations’ largest flight mission with multiple types air and ground missions. Located 5 miles from the city of Clovis, this base executes specialized and contingency operations including support missions for all Special Operations activities. Cannon Air Force Base consists of 5.3 square miles and operates the AC-130J Ghostriders, MC-130J Commando II, MQ-9 Reaper, CV-22 Osprey and U-28 Draco. The installations hosts all support required for this mission set and its 12,049 personnel assigned and their families. The 27 SOW at Cannon Air Force Base supports all DoD and non-interfering civilian agency training requirements.
1.3 Scope
In accordance with this Statement of Work (SOW) the contractor will supply and support a bird strike detection radar system to provide a cost-effective, comprehensive solution for advance detection, alerting and management of aircraft-bird strike risk at Cannon Air Force Base (CAFB), New Mexico. The contractor will supply the system, installation, and maintenance necessary to provide a complete and functional system.
2 General Requirements
2.1 Business Relations
The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.
2.2 Contract Administration and Management
The following subsections specify requirements for contract, management, and personnel administration.
2.2.1 Contract Management
The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between the support operations at CAFB and the contractor's corporate offices.
2.2.2 Contract Administration
The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support contracts or task orders. The point of contact shall have full authority to act for the Contractor on all matters relating to the daily operation of the contract. The contractor shall designate this individual, in writing, to the Contracting Officer (CO) before the contract start date.
2.3 Location and Hours of Work
Accomplishment of the results contained in this SOW requires work at Cannon Air Force Base, NM 88101. Normal workdays at CAFB are Monday through Friday except US Federal Holidays. The airfield is generally open from 0400-0200 (following day). The contractor will determine the hours necessary for workers to be present during normal operations hours. It is not a requirement for the contractor to be present during all of the operations hours. In the event of severe/adverse weather, the contractor will be notified to take the appropriate action. That action may include not reporting (base closure), evacuation, or to seek shelter. Initial safety training will include locations of shelter and evacuation rendezvous points.
2.4 Flightline and Safety Training
All workers will attend Flightline and Safety training in order to operate within the restricted areas of the airfield. The contractor is required to maintain radio contact with the Tower atl all times when moving within the Controlled Movement Area. Radios will be monitored at all times. Failure to monitor or answer radio calls may result in worker removal from the installation until Flightline and Safety retraining can take place. Flightline and Safety Officer training is provided by 27 SOSS/OSA. This training can be scheduled by calling (575)784-2148. Training must be scheduled and received prior to contract start.
2.5 General System Requirements

The technology supplied, including the system hardware and software, must be proven technology in use throughout the U.S. within the DoD and civilian applications. The system shall be developed for bird-aircraft strike risk assessment and avoidance for DoD, U.S. Government agencies, and commercial airports worldwide for aviation safety, environmental management and research. The system will provide real-time display of bird activity, real-time aircraft-bird strike risk alerting and deconfliction at CAFB with risk information and strike alerts in the Control tower. This system should also be available to aircrews via commercially accessible web base service(s).
The system will provide precise, tactical, automated bird-aircraft strike risk alerts to controllers at CAFB. The contractor shall provide the complete radar system, all the tools and supplies necessary for installation, installation, functional check/system validation to present a fully operational system at commissioning. The Bird Detection Radar will use a system comprised of solid-state doppler radars with open array, appropriate beam antennas to provide continuous bird detection of the operating airspace 360 degrees around CAFB from ground level to aircraft operational altitudes (>10,000 ft AGL). All maintenance of the system and included components, including initial validation, shall be included in the contract and performed by the contractor. The number and placement of the radar sensors is determined by the Contractor in consultation with the customer based on coverage modeling and site survey of CAFB. The government will provide electrical and communications infrastructure where required and will coordinate with the contractor and make final connections.
