Each blanket requires a plain label (3/4 by 3 inches) on the upper right corner and a wool content identification label conforming to FTC requirements on the underside lower left corner. Contractors must submit two preproduction sample blankets for First Article Inspection before commencing production. Packaging and packing shall be either Level A or Commercial as specified in the solicitation, with palletization requirements following MIL-STD-147 standards. Testing shall follow Federal Standard 191 methods for all textile characteristics, and bar code labels in Code 39 format must be affixed to individual packages for inventory tracking purposes.

WOOLEN BLANKET SPECIFICATION

21 January 1998

BLANKET, BED, WOOL, CADET GRAY (U.S.M.A)

1. SCOPE

1.1 This purchase description covers wool blankets for United States Military Academy.

2 APPLICABLE DOCUMENTS

2.1 Government Documents.

2.1. 1 Specifications, standards and handbooks. The following specifications, standards, and handbooks form a part of this document to the extent specified herein. Unless otherwise specified, the issues of these documents are those listed in the issue of the Department of Defense Index of Specifications and Standards (DODISS) and supplement thereto, cited in the solicitation (see 6.2).

2.2.1 Other Government documents, drawings, and publications. The following other Government documents, drawings, and publications forms part of this specification to the extent specified herein. Unless otherwise specified, the issues are those cited in the solicitation.

Rules and Regulations Under the Wool Products Labeling Act of 1939 (Copies may be obtained from the Federal Trade Commission, Pennsylvania Avenue at Sixth Street, N.W., Washington, DC 20580).

U.S. DEPARTMENT OF AGRICULTURE (U.S.D.A.)

Methods of Test for Grades of Wool Top (Copies may be obtained from the U.S. Department of Agriculture, Agricultural Marketing Service, Washington, DC 20402).

2.3 Order of precedence. In the event of a conflict between the text of this document and the references cited herein. The text of this document shall take precedence. Nothing in this document, however, supersedes laws and regulations unless a specific exemption has been obtained.

3 REQUIREMENTS

3.1 First Article. Unless otherwise specified, before production is commenced, the contractor shall submit for approval to the contracting officer two (2) sample finished blankets he proposes to furnish. Preproduction samples shall be subjected to First Article inspection (see 6.4) in accordance with 4.3.

3.2. Guide sample. Samples, when furnished, are solely for guidance and information to the contractor (see 6,3). Variation from this purchase description may appear in the sample in which case this purchase description shall govern.

3.2.1 The blanket shall match the standard sample for shade and shall be equal to or better than the standard sample with respect to all characteristics for which the standard sample is referenced (see 6.1).

3.3 Material:

3.3.1 Wool Stock. The wool shall be fleece or pulled wool, or any combination thereof, not lower than 60's U.S. Standard, Noils, card fly, care stripping, reused wool, reprocessed wool, fiber obtained from garneted sweater clips and hard ends, or similar waste is prohibited (see 4..2). The material shall contain not less than 95% woof when tested as specifies in 4.2.

3.3.2 Yarn. The wool shall be carded and spun on the woolen system into shade yarns for both warp and filling (see 4.2).

3.3.3 Thread.

3.3.3.1 Threads for overegging. The threads for overegging shall be as follows and conform to the requirements of AA50199. The gold and black treads shall match the standard samples (see 4.2).

Thread. Cotton, Type 1, Ticket No. 20, 4 ply, Black

Thread, Cotton, Type III, 2 ply, Gold (Cable No, 66039), and the following requirements;

- Minimum length per pound 4000 yards.

- Minimum breaking strength 4 pounds.

3 .332 Thread for labels. The thread for attaching labels shall be cotton thread conforming to the requirements of type 1, Ticket No. 3 ply of AA-50199.

3.4 Color. The color of the blanket shall be Cadet Gray no. 213 with stripes, Gold 216 and Black 416.

Stripes shall be 3 ± 1/8 inch wide produced by having a natural color warp and the filling a blend of blue and white wools to match the standard sample.

3.4.1 Color matching. The color of the dyed textile components shall match the standard sample when viewed under filtered tungsten lamps which approximated artificial daylight having a correlated color temperature of 7500 +/- 200K, with illumination of 100 +/- 20 foot candles and shall be a good match to the standard sample under incandescent lamplight at 2300 +/-200 K.

3.4.2. Colorfastness. The dyed and finished blanket shall show fastness to laundering and light equal to or better than the standard sample equal to or better than a rating of 3-4 using AATCC Gray Scale for Color Change and Gray Scale for Staining. Fastness to crocking shall be equal to or better than the standard sample or shall have an AATCC Chromatic Transference Scale rating not lower than 3.5 for the gold shade and 3.0 for black and gray shades.

3.5 Physical requirements. The finished blanket shall conform to the minimum requirements shown in table 1 when tested as specified in 4.2, TABLE I. Physical requirements

3.6 Weave. The weave shall be one warp and two filling. The filling on each face shall weave as a one up Three down twill forming a filling face on each side (see figure 1). There shall be two woolen yarn stripes Woven in the fabric on each end of the blanket, each stripe shall be 3 inches wide extending parallel to the Width of the blanket. The first stripe shall be black, approximately 6 (+/-1/4) from cacti end of the blanket, The second stripe shall be gold, woven 3 inches from the black stripes (see figure 2).

3.7 Finish. The finished blanket shall be free from vegetable matter, fuller and napped so as to produce a Degree of finish equal to that of the standard sample (see 6.1). The character of nap shall be such as will Cause the napped fibers to offer considerable resistance to lifting with a needle.

3.7.1 P.H, the PH of a water extract of the finished blanket shall be not less than 4.0 nor more than 8.0 When tested as specified in 4.2.

3.8 Shrinking in laundering. The finished blanket shall not show a greater shrinking than 10% in the Direction of warp and 13% in the direction of filling after laundering when tested as specified in 4.2.

3.9 Finished edge. The corners of the finished blanket shall be round and the entire blanket shall be over edge stitched 1/4 inch wide with not less than 14 stitches per inch using stitch type 504 or 505 and Seam type EFd-l, conforming to FED-STD-75 I.

3.10 Label. A plain label, made of label cloth, measuring 3/4 inch by 3 inches shall be stitched on the face Of blanket at the upper right hand corner.

3.1 1 Wool Content Label. Each blanket shall have an identification label conforming to type VI class 1 of DDD-C-20. The label shall include the information required by the wool products labeling Act of 1939. The Label shall be stitched on the underside lower left hand corner.

3.12 Workmanship. The finished blanket shall conform to the quality and grade of product established by This purchase description.

3.13 The letters U.S.M.A. shall be solid black and full penetration screen stamped in the center of the Blanket. Each letter shall be approximately 4 3/4 inches high, 3/4 inch thick, of proportionate width. an Overall length of will be 18 5/ 8 (+/ -1/8) inches for the combines letters (see figure 2). The screen stamping Shall show colorfastness equal to that of the blanket and shall be pliable and not deteriorate the material or Materially alter the essential characteristics of the blanket.

4. QUALITY ASSURANCE PROVISIONS

4.1 Responsibility for inspections. Unless otherwise specified in the contract or purchase order, the Contractor is responsible for the performance of all inspection requirements (examinations and tests) as Specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use His own or any other facilities suitable for the performance of the inspection requirements specified Herein, unless disapproved by the Government. The Government reserves the right to perform any of the Inspections set forth in this purchase description where such inspections are deemed necessary to endure Supplies and services conform to prescribed requirements.

4.1.1 Responsibility for compliance. All items shall meet all requirements of sections 3 and 5. The Inspection set forth in this specification shall become a part of the contractor's overall inspection system or Quality program. The absence of any inspection requirements in the specification shall not relieve the Contractor of the responsibility of ensuring that all products or supplies submitted to the Government for Acceptance comply with all requirements of the contract. Sampling inspection, as a part of

Manufacturing operations, is an acceptable practice to ascertain conformance to requirements, however This does not authorize submission of known defective material, either indicated or actual, nor does it Commit the government to accept defective material.

4.1,2 Certificates of compliance. When certificates of compliance are submitted, the Government Reserves the right to inspect such items to determine the validity of the certification

4.2 Classification of inspections. The inspection requirements specified herein are classified as follows:

First article inspection (see 4.3) Quality conformance inspection (see 4.4)

4.3 First article inspections, When a first article is required, (see 3.1 and 6.2), it shall be examined for the applicable end item visual and dimensional defects in accordance with the sampling and inspection Provisions of MIL-.STD-1492,

4.4 End item testing. The methods of testing specified in Specification Fed. Std. 191 wherever Applicable and as listed in table II shall be followed. The physical and chemical values specified in Section 3 apply to the average of the determination made on a sample unit for test purposed as Specified in the applicable test method.

1. Contractor's certificate of compliance to these requirements shall be submitted with each lot.

2. The results shall be calculated from the following formula:

3. In the event of a dispute resulting from test method 5660 or as a result of suspected anomalous behavior of certain dye types of formulation, the contracting officer may authorize the exposure to natural light in accordance with method 5662.

4. If any portions of the blanket markings are obliterated during the test, the marking shall be considered as unsatisfactory.

5. Except that the whole blanket shall be laundered and measured.

5. PACKAGING

5.1 Packaging. Packaging shall be Level A or Commercial, as specified (see 6.3),

5.1.1 Level A. Blankets shall be folded to approximately 23 by 14 1/2 inches. 5.1.2

5.1.2 Commercial. Blankets shall be preserved in accordance with ASTM D 395 i .

5.2 Packing. Packing shall be Level B or Commercial, as specified (see 6.2).

5.2.1 Level B. Five blankets, packaged as specified, shall be placed in a plastic bag conforming to type 1 or I1, style I, 2 or 3, of PPP-B-26, the excess air removed, and the bag closed. The bagged blankets shall be packed in a box conforming to style RSC-L, grade 275 of PPP-B-636. Inside dimensions of the box shall be approximately 23 1/2 inches in length 15 inches in width and 17 inches in depth. The box shall be closed in accordance with method II as specified in the appendix of PPP-B-636.

5.2.2 Commercial. Blankets shall be packed in accordance with ASTM D 3951.

5.3. Palletization,. Blankets, packed as specified, shall be palletized on a 4-way entry pallet in accordance with load type la of MIL-STD-147. Each prepared load shall be bonded with straps in accordance with bonding means C and D or film bonding means F or G. Pallet pattern shall be number in accordance with the appendix of MIL•SRD-147.

5.4 Marking. Marking of shipping containers and unit loads shall be in accordance with M IL-STD-129.

6. NOTES

(This section contains information of a general or explanatory nature that may be helpful, but is not mandatory).

6.1 Intended use. The blanket is for use by cadets of the United States Military Academy.

6.2 Acquisition requirements.

Acquisition documents must specify the following:

a. Title, number and date of this purchase description.

b. Issue of DODISS to be cited in the solicitation, and if required. the specific issue of

c. Individual documents referenced. (see 2)

d. When a first article is required (see 3,1, 4.3 and 6.4)

e. Levels of preservation and packing (see 5.1 and 5.2)

f. When palletization is required (see 5.3)

6.3 Standard sample. For access to shade samples, address the contracting activity issuing the invitation for bids or request for proposal.

6.4 First article. When a first article is required, it shall be inspected and approved under the appropriate provisions of FAR 52.209. The first article should be a preproduction sample; the contracting officer should specify the appropriate type of first article and the number of units to be furnished. The contracting officer should also include specific instructions in acquisition documents regarding arrangements for selection, inspection, and approval of the first article.

6.5 Equal item. Prior to the use of an "or equal" item, the contractor shall submit the item with supporting data to the contracting officer for subsequent approval or disapproval by the responsible military agency.

Be affixed to each individual package so that it can be read without opening the package.

Remain intact while warehoused.

Size of label dimensions and font used for printing should be large enough to be easily read but not massive.

Estimated dimensions: 2-1/2" x 3-1/2". Suggested font size providing capitalized letters or numbers no less than 1/8" tall as typically found using "Arial" 12 Bold", or "Times New Roman 14 Bold".

Same label applied in an obvious and consistent location on cartons containing multiple individual packages.

Each Bar Code Label should contain the following:

- BARCODE (with both a start and top character of *) STOCK

- NUMBER

- DESCRIPTION

- SIZE (as applicable)

The 3 of 9 (code 39) format BAR Code on each Label should be no less than 1/2" tall and may be taller.
