About this file
This file is a Responsive Proposal Checklist for a Concessions Agreement with the National Park Service (NPS) related to the Ahearn-Higgins-Sirna property.
The checklist outlines all required proposal components and supporting documentation that offerors must submit. Proposals must include a signed transmittal letter from the primary contact and clearly labeled sections addressing six evaluation criteria: (1) Proposed Use and Operations Consistent with National Park Service Values, (2) Improvements, Maintenance, and Preservation of the Historic Quality of the Property, (3) Financial Capability of the Offeror, (4) Demonstrated Experience Operating a Similar Property, (5) Environmental Enhancement, and (6) Financial and Other Terms Offered. Additionally, offerors must provide Offeror Identification and complete Form 10-352 (Business History Information Form) for each organization component.
Financial documentation requirements vary based on organizational structure. For existing business entities, offerors must submit audited or reviewed income statements for two fiscal years, current balance sheets, earnings and bank statements substantiating financial information, and a business credit report with credit score from within 30 days. For new business entities, personal financial statements and credit reports with scores for all principals are required. Sole proprietors must provide personal financial statements identifying total assets, liquid assets, and liabilities, along with supporting earnings and account statements, plus personal credit reports with scores from within 30 days. Form 10-355A (Offeror Financial Statements and Projections: Small Leases) and the appropriate business organization form (10-353 or 10-354) must accompany all financial documentation. The checklist emphasizes that free annual credit reports frequently lack credit scores and should be reviewed carefully before submission.
