DEPARTMENT OF THE AIR FORCE

OKLAHOMA CITY AIR LOGISTICS COMPLEX

TINKER AIR FORCE BASE OKLAHOMA

28 July 2022

MEMORANDUM FOR AFSC/PZIM Contracting Officer

FROM: OC-ALC OBCA

SUBJECT: Brand Name Justification for S22-067 Cabrac Enclosure

1. 76 SWEG is required by the Air Force Nuclear Weapon Center (AFNWC) Missile Sustainment Division (MSD) to procure modernized system replacement components as part of the Modernized Launch Transition to Cruise (MLTC) project, which replaces the legacy Launch Transition to Cruise (LTC) system. As part of this effort, 76 SWEG must replace the Puller System of the legacy LTC, which includes the Puller Motor Electronics Enclosures that are the subject of this memorandum. In addition, the original scope of the MLTC project did not call for the redesign of the legacy Puller System. However, failure of the legacy LTC Puller System at the March 2022 Functional Ground Test event has driven a need to redesign the system, introducing a critical new element to the MLTC project schedule.

2. The legacy LTC test system utilizes Puller Motor Electronics Enclosures manufactured by Cabrac. The enclosures to be procured are a modification of a Cabrac legacy part specification, and the technical data is not transferable to other manufacturers as the enclosure design was developed by Cabrac. The Cabrac enclosures have demonstrated the capability and reliability needed to provide protection to the Puller Motor Electronics during extreme environmental conditions that are produced during the MLTC’s mission. The newly selected Puller Motor Electronics Enclosures have been approved and verified by MSD during the MLTC Critical Design Review (CDR) process. MSD was satisfied with the selection and has since directed MXDPCB to continue the project with the newly enclosures. 76 SWEG contacted two other possible manufacturers of the required enclosure. Neither were able to meet the requirements of the enclosure necessary to meet the needs of the mission. The emergency has resulted in a work stoppage, as the legacy LTC puller system has now failed with no spares available. The delivery of the MLTC test stand, which is replacing the legacy LTC test stand, is now even more critical in order to meet the Air Force Nuclear Weapons Center’s annual testing requirements for the ALCM weapon system. The need date is October 2022, in order to allow adequate time for complete subsystem integration and readiness, in preparation for the full MLTC test stand integration that will occur in January 2023 at Eglin AFB. Any further delays to replace the legacy LTC test stand will negatively impact the overall sustainment and readiness of the ALCM weapon system.

3. Therefore, it is requested that Cabrac Brand Name equipment be procured to meet all the requirements of the program office and subsequently the warfighters.
