EVALUATION AND AWARD

Award of this solicitation will be made to the bidder(s) whose response(s) is/are judged by the Colorado Department of Corrections (CDOC) to be most advantageous to the State. The factors which are considered in evaluating and awarding this solicitation will include cost, and may also include but not be limited to the Department‟s evaluation of the following:

1. the projected delivery dates, as stated in the bidders‟ respective quote responses;

2. quality/safety/security considerations concerning the goods or services to be provided;

3. anticipated „life cycle‟ costs such as energy usage, maintenance, warranty, etc.;

4. the bidder‟s qualifications and experience, including the bidder‟s certified status as a Service Disabled Veteran Owned

Small Business based in Colorado, and/or the bidder‟s past performance;

5. proposed operator training included, and/or

6. any other pertinent factors

It is the general preference of the CDOC Purchasing Office to award Documented Quote solicitations to the single bidder whose quote response is most advantageous to the State. If necessary or if deemed to be in the State's best interests, the award may be divided among two or more bidders, cost and other factors duly considered.

If this solicitation includes multiple items to be provided, and you are bidding any of those items on an "all or none" basis, your quote response must state accordingly.

ITEMS AND SPECIFICATIONS - PLEASE NOTE GOODS AND SERVICES WILL NOT START UNTIL AFTER JULY 1, 2017.

The Division of Adult Parole (Parole) is seeking bids from qualified vendors who can provide Heating, Ventilation and Air Conditioning (HVAC) training and certification to State of Colorado parolees in United States Environmental Protection Agency (EPA) HVAC Type 1, 2 & 3 certification. Instruction should include OSHA safety guidelines, HVAC tools and how to use them, laws and basics of electricity, refrigeration and air conditioning technology, different types of units and refrigerants, soldering and installation of units, trouble shooting, passing of EPA exam, etc. Vendor shall also provide job placement assistance and may partner with other local organizations, such as Workforce Centers and/or Community/Faith Based Organizations, to successfully place participants in HVAC or HVAC related positions. Please note funding for parolees to attend may be split between the parolee, CDOC and other Community Based Organizations.

Award will be made to the bidder(s) whose quote response is deemed to be most advantageous to the State, price and other factors considered. Award is expected to be made via an “open end” Purchase Order (PO) for HVAC training on as as-needed basis by authorized Parole staff. At the sole option of the CDOC and/or Parole, up to three (3) additional one-year, open-end POs may be issued to the successful bidder(s), depending upon Parole‟s satisfaction with the quality of the services that have been performed by the bidder(s) over the previous year, and any proposed price increases. Any such request for price increase should be supported by documentation of corresponding cost increase to the bidder, and/or a relevant price index. There are no actual guaranteed quantities or dollar amounts resulting from this solicitation.

You may provide other proposed pricing and explanations separately as desired; however the Department prefers that all charges and fees and expenses be incorporated into one price. Prices are expected to remain firm through June 30, 2018, and award will be made via State purchase order with 45-day payment terms.

Indemnification: The contractor agrees, to the extent authorized by law, to indemnify, save and hold harmless the State, its employees and agents, against any and all claims, damages, liability and court awards including costs, expenses and attorney fees incurred as a result of any act or omission by the contractor or its employees, agents, subcontractors or assignees, arising out of or in connection with performance of any services provided as a result of this solicitation.

Background Check and Consent to Search: The contractor and any employee(s) of the contractor who will be providing services on CDOC property may be required to undergo a CDOC criminal background check, and may be required to sign a Consent to Search Authorization form. Please be aware that all items designated by the Department as contraband are prohibited on CDOC premises, including but not limited to tobacco products, cell phones and cameras, alcohol and other legal and illegal drugs/substances.

Other Notes: The following comments generally apply to Documented Quote solicitations such as this one. (1) Payment terms will be assumed to be 'Net-45 days' after receipt of goods/services and invoice, unless otherwise specified by the bidder. Proposed payment terms of less than 45 days may not be acceptable to the CDOC, except that proposed payment terms of less than 45 days that include a discount, such as 'Net-45 days/2%-10 days', are encouraged for possible consideration by the Department. (2) It is the responsibility of each bidder to monitor this solicitation during the open bidding period, for any possible 'modifications' (addenda or other changes to the solicitation). The CDOC is not able to otherwise actively notify prospective bidders of any modifications. (3) The respective delivery dates of the bidders, as stated in the quote responses received, may be an evaluation factor in awarding one or more items on the solicitation, depending upon the delivery needs of the CDOC and the differences between the responses received. The CDOC relies upon the accuracy of the projected delivery date stated in the quote response, and reserves the right to cancel any order for which delivery is not made by the date stated.
